FACT The Grand County Commission voted in May to hire Richard Kohler as project manager on the courthouse and jaU construction project for a fee of $80,000. Kohler has been working for fee county for months, and has been receiving pay. But he had never been formally hired. At die same meeting, the commission also approved, without a bidding process, signing an agreement with the firm of Creamer and Noble to engineer a major reconstruction of the Hastings Road near Green River. The fee for die engineering work was, again, $80,000. That road, used for access to die river, will have the actual construction woric paid for by federal monies available through the state.
