Show THE ZEPHYRJANFEB 1992 PAGE 23 . The company wanted to build a alide on the canyon wall, aet up a generator to water up to the alide and have a kayaker shoot off into the water. Further, the pump did not want to follow the 30 day limitation: it wanted to film within 24 houra. company SUWA said no. The BLM has too often bent the rules for commercial enterprises at a loss to wilderness areas. The BLM let the company illegally film in the WSA the next day anyway. The BLM then tried to cover up the illegal filming by printing on Its environmental document listing that: "WILDERNESS INTEREST GROUPS WAIVED COMMENT PERIOD" As usual, It appears that the decision came from the BLM management over the efforts of well intentioned BLM staff. At least now the film Industry has been notified that there can be no filming within a WSA until the thirty day period has run. Efforts to film in less than thirty days may end up in court. KAFKA OR THE BLM. WHO REALLY THOUGHT THIS UP FIRST? You think you should be able to get Involved as a member of the public with livestock grazing on public lands? What, are you crazy? You would have to first be declared an "affected interest" by the BLM. Seeking the holy grail might be an easier quest Actually, It should be very easy to become an affected interest. According to the BLM's regulations an "affected Interest" means "an individual or organization that has expressed In writing to the authorized officer concern for the management of livestock grazing on specific grazing allotments and who has been determined by the ; authorized officer to be an affected Interest" No problem, huh, you write the BLM and tell them that on some specific allotment that you are concerned about grazing management. Having met the regulatory requirements, bingo, you are granted affected Interest, right? Not exactly. The Moab District of the BLM has added a few extra requirements of Its own on of the regulations (no, this Is not exactly legal, but ...). The Moab District says you top must also show how frequently you use the allotment and explain exactly how grazing hurts your use of the land. O.K., so you write a letter that explains why you, a U.S. Citizen, should be able to know what Is going on with cows on your land. You'll be denied. So you write another, very detailed, letter which explains how you practically live on this allotment and you don't like the reduced amount of wildlife and the Increased erosion rates which Is caused by livestock grazing. You exlain that you are tired of smelling cow plea, you are sick of hiking In riparian areas trashed by cows, you are sick of "chaining" and stock ponds being blasted out of slickrock and other "range improvements" paid for with your tax dollars, you don't like your tax dollars being spent to kill predators to protect cows on your land, you wish you wouldn't get sick drinking water contaminated by livestock, you wish there were not so many flies from the livestock, and you wish the cows did not smash the vegetation. With this completed, you now ask again, can I please get Involved In grazing and be an "affected Interest"? Well, no. You will be denied affected Interest status because, as the Grand Resource Area manager wrote SUWA when he denied our latest request for affected Interest status on November 27: Wrangler Rata A New Approach To Western Style. our Wrangler Riata Relaxed Fit jeans, with tapered legs that fit easily over boots. They're ioo cotton and available in and styles and in contemporary colors and finishes. So no individual will be given a say In grazing management Unless you own the cows of course.
