They're going to bo accountable to somebody. You cant Just put them on the board and all of a sudden, they can do what they want Zephyr. But In terms of the commissioners making a decision., Manuel: Still, when they come In to be Interviewed, you have to get right down on them and say: Gentlemen, this Is whafs happening to Grand County. And It cant continue, 'cause youre going to take the heat and so am I. Zephyr: But a new Democratic commissioner wouldnt be any less on too of things than you, because neither of vou would have anv experience as a commissioner. Is that what you're saving? Manuel: There's no doubt about that But Ifs a plain business proposition. If you dont have the binding, you cant run the operation. Dave: The bottom line la apodal service dtotricts. People are appointed. If the like the way those boards are run, they can come to the commissioners and doesnt dttzenry do say: something. Manuel: And It was the responsblllty of county commissioners before and It got out of hand. Zephyr: What percentage of property taxes Is actually the countv? J AN-FE- B PAGE 5 1991 I 15. Dave: About Zephyr: But looking at taxes, the hospital's property tax Increase... Dave: 68 I believe. Zephyr: Then theres the education mill lew that lust passed, this tax Increase, the threat of another bond election on the courthouse. How much more can vou squeeze the taxpayer? Dave: I dont know. I dont purport to have any answer. Ive thought and thought know Is, there's services to be provided, and we have to do that In an economical way. Dave: Youre probably right But thafa not to say that the Road Board Isn't contributing to the county. Jimmie Walker has been working at adding Class B roads to the system that could generate more tax dollars for Grand County as much as $80,000. Hes been mapping them out and going over the county documenting them. But youre right Youre not always totally wrong. Zeohvr: Gee. Thanks. Dave. Dave: Id like to see more of that money go Into the Infrastructure. We've made a big push on the Book Cliffs Road and weve come along pretty good on It Now therea some slack time to use some of those monies for Grand County from that road district And I dont think they'd be opposed to that Zephyr: Where does the Book Cliffs Road stand right now? Dave: As far as Ive been kept up on It, there seems to be some questions as to the , geology up there and whether It will support a road. So I dont think the Book Cliffs Is a thing. I don't know where It stands right now. If s not dead In the water. But Ifs progressing slowly. Theres no hurtle that seems Insurmountable, but If there are, Ifs ; time to turn around and do something else. Zephyr: Who's expressing concerns about the oeoloov? Dave: I believe the UDOT. My dad Is on the Road Board and to very much In opposition to putting In a road thats not going to stay on there. He said, I won't have a road over the Book Cliffs thafs like the Douglas Pass road. It better be forever, or don't build It Zephyr: Will the Road Board commit Itself to the engineering contract for a million bucks. If they're not sure of the stability of the oeoloov? Dave: I doubt It Manuel: Everything has to be right before we go up there and spend money. If Ifs not feasible, we're not going to build It Dave: As far as viability goes, yes Ifs still worth pursuing. Whether It can be done for the cost we're still looking Into It . do-or-- dle Zephyr: Dr. Chase Peterson. Somehow, we have to get together. And he was good about Did It NEGRO BILL CANYON Zephyr. I heard vou had a meeting with the BLM and that vou were amenable to down the road In Negro Bill Canyon. shutting Dave: Yeah. Under certain conditions. That to the county shuts It down; Ifs en It at some point we can do that too. the county's decision. If we feel the need to But right now, I see no reason for that road to be open.
