Show Il t . V Ij II, '!. I H. l,,u Page 5 I There Is A Way By JOHN F. McMAM'S The racist campaign called forced busing is not diminishing; it is getting worse. Distraught parents in the Wilmington, Delaware, area have been told that their children will be bused from the city to the suburbs and vice versa. Boston taxpayers have been told by a dictatorial federal judge to ante up the additional millions of dollars that busing i has cost their city, even though they have vehemently opposed the whole business right from the start. In the midst of all the tension and heartache, venal politicians most assuredly including the President have attempted to attract g votes with hints of relief. Even liveral Attorney General Edward Levi has promised to assist in getting the Supreme Court to overturn busing. If our guess is right, Mr. Levis efforts against busing will be as productive as Henry Kissin ngers war against North Vietnam. To Stop Busing who favors uprooting kids from their neighborhoods, knows that the Amendment process is a long and tedious business. But he is emphatically wrong about it being the "only way to stop g busing, and his .posture makes us wonder if his error is deliberate. The truth is that a majestically simple means of stopping the buses lies right at hand in Article Three, Section Two of the Constitution. When discussing the onThis section empowers the going turmoil, Senator EdCongress to restrict the jurward Brooke isdiction of the federal courts stated that the only on all but a few specified way to stop busing was matters. Congress can, by a through a Constitutional simple majority vote, keep Amendment." The Senator,. all federal judges and all federal courts from forcing kids to ride the buses. the United States Constitution, no court of the United States shall have the jurisdiction to make any decision, or issue any order, which .would have the effect of requiring any individual to at- anti-busin- pro-busin- no-wi- (R.-Mas- ly CRAFT Just the fact that many Constitutional authorities" are unaware of or refuse to acknowledge this prerogative of Congress does not mean it doesn't exist. In fact, Congress has exercised such power in the past and could properly do so again. , SALE You Hove to See to Believe Because he knows the Constitution, and because he believes that forced busing is an intolerable display of judicial tyranny, Congressman Lawrence P. McDonald SATURDAY, JUNE 26 (D.-Ga- 9 A.M. to 6 P.M. has introduced .) H.R. 12365 to put an end to forced busing. The entire bill says: Pursuant to Article Tables of Supplies for III, Sections 1 and 2 of tend any , particular school. Note that the language in the bill is clear and direct. Note. too. that the Constitutional authority for the bill is spelled nut in its text. The bill is presently languishing in the Civil and Constitutional Rights Sub- committee of the House Judiciary Committee. The Liberals who control both have no intention of sending it to the floor for a vote. But a way does exist to get H.R. 12365 out of committee. The method is a discharge petition. If a majority of House members sign a petition demanding that the bill be brought to the floor for consideration, then no com-- , mittee can stand in the way. Accordingly, Congressman McDonald introduced a discharge petition on May 10. If 218 of his collegues sign it, then H.R. 12365 will come before the House. Urge your Congressman to sign the discharge petition and let you know that he has done so. That will tell you just where he stands on busing.
