If the federal government is so concerned about the conjestion in the cities, why hasnt steps been taken by that same government to decongest these highly populated areas. Though the obvious answer is political prowess and the power of the metropolitan areas, the ever increasing growth in one percent of the land area, is creating a giant mnnstor. Recently Sen. Frank Church proposed an at least a paranswer to the prob'em tial answer, that would help to get at the rmto of the problem. As quntod in the North .He News, Sen. Church is legislation which would encourage business and industry to locale in rural areas of the nation a"n-- i require the federal government to take steps to encourage geographical dispersal of industrial vote-getti- ng -- SOliroCS. ,,5nn. Church. In issuing his statement, poirtpH out that 70 nereent. of all Ameri-Cfr- ! livo on one nereent of the land. TTnnss slews are taken now. the senator sid, this trend will continue the of our already cifes. robbing our rural areas of peonle and resources and contributing to envirstr-pgl- in over-burden- onmental degradation. Th"r is nothinng like the prospects of work with good nav to draw a man to an area. The movements of the man seeking b"tt.nr emnlnyment is just l'ke a wave snreading across the land. It doesn't take Ion for the word to get amund. Labor markets soon become available. ThNorfhsidc News goes on to explain the Church proposal: T poisiption which the senator refers to would compliment other bills he is to offer tax credits and other inducements to industry to move away from cities and into the countryside. The new bHI woirid declare it a national pnicy of the U.S. to encourage the distribution of future industrial growth . - over-crowde- d and its attendant expansion, more evenly throughout the U.S. Under Sen. Churchs proposal, all agencies and departments of the federal government would give priority in the of federal contracts to business and industry which would locate or relocate in rural areas. In addition, the senator would like to see the federal government be required to give preference to those areas of low population and industry in administration d of federal programs . . . Sen. Church is absolutey right when he say s that the importance of attracting industry to rural America is princiand city pally a matter of rural survival. The American public has been delugy ed with stoides and articles about problems but how many of our countrys citizens have heard about or small town problems? Such a program could mean new life to hundred) of smaller communities across the United States where the air is cleaner, the ways are slower, the crime ate less, and the general environment is void of tho big citys complications. The big fight against such a plan, however, is the big cities themselves. The more theyve got the more they want. Each of the metropolitan areas are drivfor continued ing hard very hard industrial development. The developers ignore the problems left in the wake of such overdevelopment and the burdens erected. They want growth even at growths expense. And they get it, because they can muster the political power that it takes. And they have the power it takes to get tax money to attempt to solve the problems created by their developing. It is a vicious circle, and the monster keeps growing. The Church proposal could alleviate much of this. : ering nt j , , m -t grant-in-ai- ! big-cit- little-villa- The stench is something building. Most impressive. It is all this talk about tax sharing that is being bandied about by congress today. Instead of tax sharing, why dont they just simplify the whole process and cut down on the tax 'collecting. Then if the federal government aint got it to shaTe there is no problem. This would get it back to the people a whale of a lot faster than shipping it to Washington and then shipping it righ back. This way the money is shared right where it needs to be with us. Then if the local government wants to pick up a little more, we won't cry too loud.
