Oneida County odd Gooding county passed bond elections for new facilities, at least one before the Franklin county election was held, end now the state department of health says there is no HilNHanris money available to pay the federal governments share. All of the states allocation for funds far two years has been Given to the St Alpbonsus hospital In Boise. Needless to say, Oneida and Goodftfg counties are hopping upset about it an. The commissloers told the governor that someplace there is a political snarl and conflict of interest that la Jeopardizing receipt of the matching funds to complete our program. A special hearing has been held and final word Is pending before the state department of health. But It seems rather strange that the state department would set the standards for the hospitals, almost force them Into a bond issue infer that money would be available, and then assign two years funds to one privately owned hospital in Boise. It is no wonder that Oneida and Gooding counties are suggesting that there Is a political snarl. The Family Spending The famfly breadwinner will be interested to know that it costa a moderately living family 50 percent more to mair ends meet today than it did in 1959. In other words, a little more than ' $9,000 a ear compared to half that sum, j years ago. In these figures, produced by the UMted States Bureau of Labor Statistics, there Is more Involved than Inflated costs. The government agency aayi that most of the Increase actually happened because consumers have been upgrading their spending habits. And that this Is posable because their earnings are up. One can Interpret such statistics several ways. Here, for one thing, is direct evidence of the continuing rise of living standards in the American community. More people are owning homes. More people are traveling. Advertising agencies would be glad to say that here Is a exrevolution of rising expectations fulfilled. are being pectations that note that this Increase One Can also to of life but not amenities the add may necessarily to Its happiness. Arthur M. Ross, Commissioner of Labor Statistics says that since spending rose In tandem with earnings, the economic squeeze for the average consumer is about the same as it was In 1959. He Is under pressure eh much ae ever." dit V v. n Since part of this boosted famity budget Is due also to rising prices, one can lament that, with wages and prices both rising, its the same old race, except that the breadwinner has probably advanced himself Into a new income tax bracket, where he win have to pay taxes hereafter at a higher rate. Here the government la the chief beneficiary. These figures confirm the change that la under way throughout the developed, the have nations. Living is modfamernizing. There are more two-ca- r ines in Britain as well as in the United States. People are eating better throughout the Common Market countries. Japans living standards are rising. Other things besides better housing and better cuts of meat contribute to the quality and nobility of living. Some dont figure much In the budget; good reading at the local library, memberIn ship in a drama dub, adventures neighborhood understanding. But In the hard nuts and bolts of the family budget, a 50 percent boost in living costs is very considerable. Unless the United States does a better Job than it is doing at the moment in fighting inwill flation, this percentage-of-increas- e be higher over the next few years, and will reflect some very real hardships. Christian Science Monitor Detour - Through Our Country The bids for the construction of four miiat of new highway In Logan Canyon are to be opened by the Utah high-wacommission on November 28. Because of a Fourth District Court decision, the business property owners ratio of assessed valuation to full cash value has been reduced from 20 to 15 percent. This gives him a substantial reduction in his WEIGHS ONLY 11' POUNDS (less bar and chain) et EYE-0?- "3 :- VALUr MAC MOA At the same time, the homeowners ratio of assessed valuation to full cash value of his home has been increased from 12 to 15 percent, and his taxes therefore are increased. This is an unfortunate tax shift that the 1965 Legislature never envisioned when it sought to equalize the assessment of property taxation. Furthermore, the merchant will have his personal property tax on inventory eliminated over the next four years, as will every livestock owner in the state, under a law passed by the 19G7 Legislature. He will get this elimination at the expense of the public which pays the sales tax. And so, if these eight men owned business property in downtown Boise and voted against bond issues because they could see no property tax reduction, then they have no interest in progress and the growth of this city. Next year, the business property and homeowners' property in Ada county will be on an even keel, all or it equalized at the same ratio of assessed value to full value.
