The real question to be resolved then is whether, in the face of a belief on the part of industry that such legislation will slow up will recovery, the Adfinistratlon press the fight. President Roose-- 1 veil has pledged a breathing spell so that recovery can proceed. Secretary Roper interprets that as a permanent "breathing spell'', virtually admitting that reemployment has been delayed by too much legislation. But some forces are demanding new experiments. Mr. Green, and the executive council stand for organiraitlon along craft union lines as In the past. Lewis, apparently with the support of President Roosevelt and Secretary Frances ePrklns, wants Industrial unions. If there Is one single group upon which the President has been counting next year In the election it Is organized abor. While the A. F. of L. has never made much headway In organizing great number, of workers its prrsent membership is less than 4.000,000 these voting in anything like a unit would be potent. The Administration has done everything to placate this group. Lewis and o;xnly threatened a strike f erred support of tile Guffey coal bill, and he pot t. Now the difficulty is that Green end oilier members of the executive jrounnl are reported enraged at the encouragement given Lewis by high officials of the Administration. And if tills feeling goe, far enough, they are likely to be found fighting against instead of for President Roosevelt next year. It has become one of the straws in the wind that no one can definitely write down at this time. Union organizers over the country who receive good pay with little work as offeers of craft unions are not expected to relinquish tliese Jobs without a fight.
