Show J State Store Advocated For Liquor Salt Lake Arguments In behalf of the state store system to control the liquor traffic in Utah are contained in the report of the advisory committee on liquor control submitted Monday to Governor Henry H. Blood. The report accompanies a proposed liquor bill drafted by the committee at the conclusion of a years study of the problem. The principal argument of the committee headed by E. M. Bag-leSalt Lake City attorney, is that profits can be kept at an absolute minimum through state stores the operation of which eliminates the private feature, which Is the greatest evil of the liquor traffic." Abandoning any pretense that the liquor plan advanced by the committee is perfect, the report, however, presents cogent arguments In favor of state stores as against other means of regulating the traffic. The committee reviews its work in the document and Informed the governor that at Its first meeting by a vote of 29 to 5, your committee favored the state control plan. During the year Chairman Bagley personally visited the Canadian provinces of Ontario and Alberta to study the control plans in effect there, as well as consulting federal officials and officers of several states. ' The report advises the governor that the liquor control commission should be vested with broad discretionary powers and that whatever act is adopted by the legislature, it should provide only the main guiding principles. Mrs. Bruno Hauptmann, wife of the accused slayer of the Lindbergh baby, made a Christmas plea to the world tonight to wait until Richards side of the story is heard." The International Limited of the Canadian National Railways plunged into a Christmas excursion train near Hamilton, Ont., piling debris high. Early reports of the tragedy said that several other persons were expected to die. CACHE CACHE AMERICAN Friday, December 28, 1934 Logan Lalt Lake Next Monday is the delinquent taxpayers last chance to of the liberal take advantage terms granted by the state law for redemption of property on which taxes for 1928, 1929, 1930 or 31 may be delinquent. If taxes for those four years are paid on or before Monday, the owner need pay only the accrued taxes and interest at 2 per cent. This is in lieu of ail, other penalties and interest. If, however, the taxes due are not paid by Monday next, then the regular delinquency and penalty rates apply. Delinquency and penalty are usually made reasonably heavy in order to encourage people to pay their taxes to bear their share. In other words, of the necessary costs of government Penalties Reduced The penalty for delinquency was formerly 3 per cent and cost of advertising the property, plus 1 per cent a month Interest after the delinquency date. The present legislature at its 1933 session reduced this to 2 per cent and costs penalty, plus interest at .he rate of 8 per cent a year, thereby cutting d. And the former penalties then the 1933 legislature added this proviso: That delinquent taxes of the years 1928, 1929, 1930 or 1931 may be redeemed at any time prior to January 1, 1935, upon payment of accrued taxes plus interest thereon at 2 per cent per annum." January 1, 1935 is next Tuesday. The law took effect June 26, 1933, but it possibly will be interpreted by most county treasurers as applying the new interest rates and penalty to taxes not paid by that date, and thus, In a sense, as retroactive. Effects Unknown Just how much effect the liberal provisions of the proviso Just quoted has had on tax collections for prior years has not yet been reported to the state tax commission. It is known, however, that a considerable amount of back taxes has been paid during the current year. In part, however, this is due to activities of various farm and home loan agencies of the federal government, since these agencies usually insist on a clear title to the property, free from any tax lien. The accident occurred two and a half miles south cf Preston, near the point where the highway crosses the railroad track. Other occupants of the car, Roland Chatterton, Lillis Gillespie and Alice Stedman, an older of the accident victim were uninjured. Sheriff V. D. Head, who investigated, said the accident occurred when the driver of the car applied the brakes and threw the car into a skid. The car swung halfway round, ar.d overturned in the stream alongside the road. Gillespie was the driver cf the car. Neighbors, alarmed by the crash, rushed to the soene cf the accident and tried to remove the car. These grades of baby chicks, as specified in the National Uniform Breeding program under which the Utah Hatchers and Breeders association is operating this year are to be known as Utah Approved, Utah Certified or Utah R. O. P. In order for a hatchery to advertise and sell any of these grades of chicks It must first be a member of the Utah State Hatchers and Breeders association, whose breeding program is under the supervision of .an official state agency. Under the regulations that have been adopted. Approved Chicks must be hatched from eggs weigh2 ounces each ing at least 1 and produced from breeding flocks in which all the females have been selected for constitutional vigor and egg production at least ore 3 each year. The male birds shall be from Utah approved flocks or better, and all flocks shall be Inspected by an official inspector at least 20 days before any eggs are collected for hatching. Only one variety shall be kept on a farm, unless provision has been, made to keep the different varieties on the same farm separate. Each bird remaining in the breeding pen must be banded with sealed and numbered legbands secured through the official state agency. Certified chicks shall be hatched only from certified eggs weighing at least two ounces each and produced by breeding flocks that have met certain requirements in addition to those required for the approve flocks. For example, in chicks the Certified producing birds must be selected by an official Inspector once each year; the females must be mated tc( males out of R. O. P. females with yearly records of 200 or more eggs, or of an equivalent breeding, and all flocks must be inspected by an official inspector at least twice each year, one of which shall be during the hatching season. The chicks from each female shall be hatched separately in pedigree baskets and shall be banded Individually with sealed wingbands.
