I stand for a state budget that must be lived up to in order that the balance of the states finances, after paying expenses, will be in the BLACK and not in the RED, and then after that is done, keep on reducing the tax revenue so that the cost of government will always be under the income. Maintenance High Standard Public School System The people of this State cannot afford to have their public school system impaired by false economy, and where curtailment of expenditures becomes imperative because of a falling away of revenues the saaries of teachers should be the last item to be disturbed. Utah is proud of the high standard of its educational system as attested by almost the lowest rate of illiteracy in the United States as ascertained by me during the last Census, and this condition must not be impaired. Child Welfare The cause of child welfare has always made a strong appeal to me, and it will continue to have my earnest cooperation and support. The conservation of the child is an all important matter and having always appealed to me will at all times have my earnest cooperation. vVith all the pitfalls surrounding our communities, particularly our urban, the child must be looked after not only educationally but also spiritually and particularly in view of the prevalent conditions. Rehabilitation of Youthful Offenders Our Penal System is wrong. I favor a more just, equable, and humane consideration of the unfortunates who come within the clutches of the criminal law. To this end I pledge myself to the establishment of a corrective institution separate and apart from the State Prison for the rehabilitation, of youthful offenders who properly come outside of the jurisdiction of either the State Prison or the State Industrial Increase of Producers Prices and Employment If the producers within the State are to survive, it is essential that commodity prices show a fair margin over the price of production. To this end, I favor cooperative action by the producers within the State, especially the farmers and those engaged in smaller industries, to control the problem of and resultant unemployment. Development of Natural Resources Statistics show that the mining industry in Utah approximates 47 per cent of the aggregate business of the State. Its revival means that our farmers will be afforded better markets for their products and that all business will be stimulated. In view of my long years of experience in mining within the State, it should not be necessary for me to pledge myself to foster this industry. Prohibition Prohibition, as I see it, is a moral and not a partisan issue in so far at least as the election of a Governor is concerned. Sufficient to say, however, that I personally observe and obey the law myself, and in addition thereto will enforce the law as long as it is on the statute books. Action, Not Words I believe that the people want action and not words, and a constructive program for alleviating the economic disturbances so the people may be relieved of the present social and business conditions. Chief Executive Must Be Worker The people demand a chief executive who will work on the job. They want a doer and a stayer.
