They have launched a ruthless campaign, to convince butter - hungry Americans the shortage would dissolve overnight if the O.P.A were abolished. Presumably, the cow has a Wall street mentality and refuses to fill the milk pail as long as the O.P.A. stays in the pasture and protects the public grazing rights. Statistics on national butter-fa- t production, however, show that the cow has no aversion to price control and is giving as much milk now as she did during the war. Dairy manufacturers are causing the butter shortage by diverting an undue proportion of the nations to the processing of ice cream and other more profitable dairy products, uncontroled by price ceilings.
