II City of Deiroit purchases 137 new Ford cars Hundreds now in use prove low cost of operation . .THESE 137 new Ford cars represent one of the largest deliveries ever made to a municipality at one time. d 21 Ford scout cars were traded in on this purchase. They had been operated day and night for two years in heavy traffic and all kinds of weather. Their individual records ranged from 78,434 miles to 143,723 miles with a grand total of 2,283,097 miles. The operating cost of the 21 cars was 2.284 cents a mile less than 2 13 cents. This cost included all fuel, oil, tires, repairs and every other item except depreciation and insurance. The entire program of expenditures for state and local government is designed to permit every taxpayer to participate in' the formulation of these expenditures. This carries a heavy responsibility for the taxpayer. It means that he cannot sit idly by when the budgets are being formulated and then secure a reduction in the public expenditures after the time for the consideration, of the problem has been passed. It to is inconsistent for a taxpayer sleep on his rights during the time! when he had an opportunity to influence the budgets and later protest against his tax bill. So many people say that its no use to attend budget hearings, that the officials wouldnt listen to him, and if they did, they wouldnt pay any attention to him. But just the opposite is true. Officials hear those who complain, protest and demand, a very small minority and never know the desires of the majority because they are not expressed. He is apt to interpret the loud voice of a single individual as an expression of the will of the people. In the next article we shall discuss the various budgets and explain how they are formulated.
