The city counoll met last Saturday nigbt in special session to consider the application of the Independent Telephone company for a franchise. Messrs. J. T. Hammond and E. L Sloan were there to represent the Independent and Mr Fennlmore represented the Bell. All of these gentlemen were allowed to make statements on tha question at issue; and afterwards the report of tho committee to which the matter bad been referred was read. The report was unanimously In favor of granting the franchise, and the counoil was four to one in favor of accepting and acting upon the report. Considering that a mass meeting had been called for Monday evening it was decided to have the vote cltizeos upon the franchise and final action taken by tbe council after the close of the meeting. Pursuant to tbe decision of tbe city oounoil in its special session, the mat ter of granting a franchise to the Independent Company was submitted to tbe meeting Monday night for expression or approval or disapproval, lion. J. T. Hammond spoke in tbe interests of his compaay tbe Independent, and Mr. Hempstead of Salt Lake, and Mr. John E.
