the government experiment station fund is not counted according to the figures given by state supt bupt nelson and accepted by the presidents of the two institutions the cost per capita of high school students in this state Is approximately 45 and tor for krade grade students 20 these amounts are lre here used as a basla basis of calculation for students of these grades in the two institutions in the university students of high school grade at 45 per capita this taken from the general fund leaves to 0 be divided equally among college students whIch would be for each student in the agricultural college 19 1 grade students at 20 per er capita 4 2 7 students of high school grade at 45 4 per capita total this amount taken from from the general fund leaves 79 3 to be divided col college students which would be tor for each it may be urged that these grade and high school students receive a broader training than they would at home granting this it is questionable whether the hie state would lents dents were not in attendance for instance the winter students ol of the agricultural college who attend only four our weeks have teen been counted as it if they hey had continued all the year some students in both institutions attend only a short time but the agricultural college shows a much larger number of these students than tae the university as will be seen by ta bles ies later again the total legislative appropriations for 01 buildings and every 1 1 thing h has as been considered it may LT be argued thit that the buil din 5 3 will serve future gex erat ions as well and should not be counted against the present students but since there will always be requisites tor for buildings as stated by president kerr in his testimony before the commission and since it cannot be told just how much Is used for instruction alone all appropriations have been included this method Is much more severe on the university than it Is on the agricultural college for the reason that the university has erected out of the last appropriation four new buildings a gymnasium a two story shop building a three story science building and a hydraulic laboratory while with the exception of the new shops which were built out of a special appropriation from the state in replacing those destroyed by ire fire in the fall of 1905 no new buildings were constructed at the agricultural college duplication the following paragraphs are intended to show what duplication there is and what the cost of such duplication as far as can be learned from the reports of the two presidents and the investigations of this commission LIBRARIES LID RAniES it if the two schools were ere combined a much larger number of books would be at the disposal of the students of the state if the schools are arc maintained as parate ge i institutions in order to teach reach I 1 the be size of the combined library an additional appropriation of gotai value of libraries as report reported cd by presidents would be required every time the state makes an appropriation pro privation pria tion for books the students of the state will have access to only one half its value as illustrated by prest kerr in the constitutional convention vol 11 II page 1240 the students would have no greater advantages for the expenditure of to each institution on separate ate sites than tor for the expenditure ot of just halt half that amount for a library in one institution it if the departments were all placed on one site while in a way nothing can be said against duplication ot of volumes or sets ot of volumes in the consideration ot of the two libraries since every library in must us t ot of necessity contain many copies ot of the same volume or sets of volumes yet it if a library the size ot of the two school libraries combined Is desirable and even necessary in carrying on the work ot of an institution of higher learning then it Is evident that in the near future if utah continues to maintain two such institutions the cost of the combined I 1 library would have to he be duplicated MUSEUMS in the constitutional convention professor kerr said vol 11 II page 1240 A museum which is very essential in the work of higher education is very expensive and costs hundreds of thousands of dollars one museum would do all the departments of higher learning as well as one and thereby save again thousands and thousands ot of dollars to the state the university museum is worth the agricultural college museum Is worth if these were combined they would be of much greater service while to provide one of this value for each institution would require an outlay of APPARATUS the sub commit tee af 9 the commission visited many of the departments conducting similar work in the two institutions and secured the prices of the principal items fro from the professors in charge in almost every case these professors reported a lack of necessary apparatus and material for carrying on their work but the total amount of apparatus in the two institutions would amply equip the combined schools 1 to be sure some of the 0 worth of apparatus named by president kerr in his report is equipment that could not be used by any of the departments of the university but the greater part dart could be used there the apparatus and equipment named by each of the schools is valued as follows university agricultural conservatory one conservatory would servo serve both institutions as well as to have one for each at present the university has no conservatory conservator y but the need of one is imperative and must soon be supplied for this reason it was not thought proper to bring this item under the head of duplication the conservatory at the Agri agricultural agriculture cultura I 1 college cost 2500 BUILDINGS not much can be said aid I 1 in fa favor or of combination so far as the present buildings are concerned for they cannot b bo moved mooed a and nd at first sight it would look as if a great waste would result from the answers of presidents kingsbury and kerr to questions submitted to them concerning buildings needed it is evident t that the immediate mediate rn butla outlay 7 from
