A survey made by the institute showed that generally the .period lor which heat is required by law runs from Sept. 15 or Oct. 1 until May 15 or June 1. In most cases, the study show- ed, "cities require that heat be kept at 68 degrees from 7 a. m to 10 30 p. m.
