The state of Utah nor any other state can be expected to pay the educational bill for people who are, in effect, only passing through. Hence the major burden should fall to Uncle Sam. Further, the Box Elder Migrant council is to be complimented for its outstanding efforts to aid farm workers and their children over the past four years. Theirs has been a volunteer service conducted on the shoe string basis. Enactment of the Economic Opportunity act, an measure of the administration, gave the council the break it needed. By major jobs we mean old bams, sheds and other buildings that should be erased from the landscape. IN THE APRIL 10 drive, two old homes and several sheds were knocked down, an orchard cleared out and a scattering of other cleanup projects were completed. Of course those with the means to clean up on their own, as a number of citizens have done, should move ahead and do it. Editor: l concerning The recent article in the repairs to the Bear River refuge road leads to believe that the people of Box Elder county are being misinformed. I agree that the federal government should help wfch the repairs to this road and to my knowledge the Bureau of Sport Fisheries and Wildlife feel the same way. The Congress of the United States rules that federal money spent on county roads is unconstutional. The road in need of repairs extends from Wayne Burrs farm to the refuge Headquarters. This stretch of road is approximately nine miles instead of the 14 miles listed in the article mentioned. During 1964 government trucks hauled 1,336 cubic of beach and yards or 300 loads of material for rip-ra- p This hauling is confined to the spring road repairs. and summer months when there is the least possibility of causing excess damage to the road. Contractors hauled 1,235 cubic yards of rock to the refuge. They were limited to five yards of rock per load, and the last load was hauled over the county road on November 16, 1964. These contractors operate out of Brigham City and pay taxes in the county. Since April 1, 1965 the government is hauling daily two loads rock (four cubic yards per load) over the county road. The county has repaired all the bridges on this road, but not in the past year. During 1964 the county grader spent one day on the refuge road, and counity trucks placed several loads of gravel in the bad spots. All the maintenance work performed on this road has been below standard. In one case several loads of oil mixe was spread on the road about one half mile south of the Bear River club and a very feeble attempt was made to smooth it out, even though the grader was on the ijob. I am sure if these same standards for repairs were used on all county roads they would be in the same condition as the road to the refuge. As to the tax base mentioned, there are two hunting clubs and several private individules who own approximately 20,600 acres of taxable property along this road. The average number of federal employees at the refuge is 16; fourteen of these own homes in Brigham I dont think a City. A major portion of this money is spent in Box 'Elder county. The Bear River and Duckville Gun clubs spend a considerable amount of money annually in the county as well. Last year the approximately 17,000 visitors to the refuge oame from 47 states and 16 foreign countries.
