Actually, PW has no logical reason for backing, the birds. He's never eVen been to St. Louis and the only guy he ever knew from that town, a seaman in the Navy, still owes him $5. But thats okay because that seaman buddy was a Cardinal fan, too. So now its the Yankees in the World Series. What a week this is gonna be. . , Good Mews, But That sigh of relief you may have heard last week probably was the collective utterance elf school district and county officials over the federal governments decision not to appeal 'Utah's privilage tax decision. It lifted a weighty burden from local government units. The county was left with a handsome surplus of about $125,752, money hejd, back from the budget pending a final settlement. And5ox Elder School district escaped the staggering task of hdvfag to pay back an estimated $313,321, privilege tax monies already spent an 1962 and 1963. ON THE SUFACE, Box Elder county and the State of Utah appear to have scored a major victory in wh'at at first loomed as an uphill legal battle. This is the measure that provides aid to areas with high federal employment. The basis for PL 874 is that federal property is not taxable. And yet persons With ifederally-connecte- d employment schools. have children who attend THUS IT IS REASONED that Uncle Sam should provide funds in lieu of taxes that would normally be paid if the government installation was a private enterprise. When federal property is taxed, such has become the case at Thiokol Chemical corporation's Wasatch division, then application of 'PL 874 cant be Lully justified. Box Elder district annually receives about $130,000, more or less depending on federal employment numbers. We can expert this figure non-Cardin- to nosedive. One might reply that since the district last year received $209,763 in privilege taxes, we can afford a drop in PL 874 money. BUT CONSIDER THAT IN 1962 'the privilege tax take was $103, 556 and in the preceding year, ft was only $50,902. Also, as some opponents have claimed, the privilege tax law m'ay tend to discourage more federal funding in Utah. And this at a time when the accent Is on creating 10,000 more needed jobs a year in the Beehive state. Were not arguing ithe merits of the controversial tax law the courts have done that. We simply want to point out that last weeks legal victory was not total. Were not going to have our cake and eat ii't 'too, at least not all of It. Under present circumstances, especially the school districts tight finanical condition and in providing surplus funds for the County, the outcome was highly beneficial. The extent of its future impact remains to be seen.
