Show Time runs BOX ELDER JOURNAL, Brigham City, Utah 15 Thursday, May 9, 1974 out for suspects Two juveniles were nabbed by the Utah Highway Patrol Tuesday night shortly after a pickup truck was reported missing from the Brigham City Volunteer Fire department's parking lot. 506 Dee Christoffersen, Holiday was attending a fire meeting at the station when he noticed his pickup truck missing. The time was 11:15 p.m. and a description of the vehicle was broadcast over the radio by the Brigham City Police dispatcher. At 11:36 p.m. Trooper Howard Dunlavy spotted a the vehicle matching description of the truck, and said he was in pursuit. At 11:41 p.m. the vehicle stopped the suspects fled on foot, the trooper reported. At 11:50 p.m. he had one in custody and captured the other by 12:15 a.m. The youths were referred to juvenile court. This fact was brought out by Utah Foundation, the private tax research organization in their analysis of a recent study of road-use- r and property taxes on selected motor vehicles in 1973 prepared by the Federal Highway administration. This compares with a U.S. average tax burden of $110 and a Mountain States average of $109 for this type of vehicle. Foundation analysts point out that an important element in the total tax burden on motor vehicles in Utah is the property tax. While this tax has little direct relationship to highway use and only a small portion of the tax collection is ever made fees. In Utah a motor vehicle owner first must obtain a property tax clearance before he is permitted to register and operate a vehicle within the state. The study indicates that only slightly more than half of the states report the imposition and collection of property taxes on motor vehicles. Many of the states without a property tax on motor vehicles, however, impose a much higher registration fee in lieu of the property tax. In Utah the property tax comprises a major portion of the total tax collected on motor vehicles. If property taxes were excluded in making the comparisons with other states, Utah would rank near the bottom of the fifty states in the highway-use- r tax burden. In November, 1974, the Utah electorate will vote on a proposed amendment to the state constitution which would permit the State to impose a uniform tax rate on motor vehicles, boats, aircraft, etc, in lieu of the multitude of local property tax rates now levied on such property. Last year there were 524 separate taxing areas with the state with tax rates ranging all the way from 45.82 mills ($45.82 per $1,000 assessed valuation) to 119.16 mills. This has led to considerable confusion and some instances of fraud in the assessment and collection of property taxes on motor vehicles and other types of moveable personal property.
