Negroes were given the right to vote in a law effective March 30, 1870. What may have been the very first election after that was the El Paso city vote five days later. David Strother, a former Un ion army cook in the Civil War was turned away from the polls that day, but later he was called back by officials who discovered a newspaper article about the new law. The second Negro ever to vote may have been Strother's brother, Charles, who voted later the same day.
