She wants the penalty based on the conduct of the future and not on what has already transpired. We have no time and no patience for the quibbling that Germany seeks. . No matter what reforms are undertaken by Germany, we cannot become forgetful of the past. While it is true that we are fighting for some of the very reforms that Germany prom- ises, we do not hope to get them in barter with the criminal. We have set out to rid the world of these evils and with the help of God we will. We did not consult Germany In this determination and we have no need to consult her now that we are on the verge of realizing our ambition in the force of arms. , For us to pause to consult Germany now is to admit that our cause is not the lofty one pictured in the early days of the war. Germany is hopeful of a negotiated peace; she is willing to make some reforms to bring it about. The allies, however, cannot afford af-ford the arch criminal any place before the bar of world justice other than that of defendant. She cannot participate in the argument, but must be content to abide by the judgment of the civilized world. If we have misled Germany into believing that we had something to negotiate it is time we disillusioned her We can do this as we treat with her just as our allies treated with, Bulgaria.
