With the cooperation of the Park Service, we reached an agreement last year to keep the facilities in Zion with the understanding that the delegation would work with the Park Service to upgrade sewage facilities. The Service has now put together a proposal for a cooperative effort with the town of Springdale for a regional sewage treatment facility. The cost of the system would be $2,026,500 in current dollars. The Park Services share would be $975,000. Senator Garn wrote a letter Park Service Director Gary E. Everhardt and asked other members of the delegation to join him in to signing it. It is our understanding that, at the present time, the Park Service does not have money allocated for the project, the letter says. We would, therefore, like to urgently request the Service to scrutinize its budget to see if the amount can be reprogrammed from another area. Such a reprogramming would obviously be the simplest source of funding for the project. However, if such a reprogramming is not possible, we would appreciate it if you would immediately submit a request for a supplemental appropriation for the necessary amount. At the present time, the city of Springdale has been assured by the State of Utah that funds for the Citys share of the facility are available. However, unless the Park Service is able to guarantee funding of its share within a very short time, the State will commit its funds elsewhere. For that reason, we urge quick action on your part. We are prepared to work on Capitol Hill to ensure passage of any supplemental request made by the Park Service. I hope my letter can at least accomplish this, and perhaps prevent anyone ever having to experience what I came so close to seeing.
