Of the 104 permits needed by backers of the proposec Kaiparowists coal-firepower plant, he said, more thar half were required by the State of Utah and its local jurisdictions. When the Sohio pipeline was abandoned last year, it had been run aground more by delays at the state and local levels than at the federal level. Most of the 700 permits they needed were state, city and county permits. Sohio had to spend 11 months to prepare its federal Environmental Impact Statement. It had to spend two years to prepare its state EIS for California. The McKay synthetic fuels program, which was signed into law late last year to become the nations first commercial-scal- e alternative fuels program, established a $19 billion Energy Security Fund and a $1 billion Solar and Conservation Fund to stimulate the private sector production of alternative fuels from such commodities as oil shale, tar sands, coal and farm products. The Utah Democrat said the inDepartment of Energy will formally begin soliciting for federal dustry proposals guaranteed purchase contracts, direct loans and loan guarantees on February 25. Laurel M. That time can be cut down considerably if a good bill comes out of the Congress. Therefore it is my hope that the state and local governk ments in the West will consider adopting the own of of for their permitting speedy handling procedures doesnt mean doing away with any of the process. Fast-tracenvironmental or land use considerations which have to be a part of this process. It means giving administrative agencies and the courts deadlines for the handling of these questions. It means ending the abuse of reasonable laws by those who would obstruct or hinder. Suit of McKay also endorsed the concept of Armor provisions for federal and state regulations. The principle was put forward last year by former Energy Secretary Janies Schlesinger. The doctrine would provide that once' a permit is granted, it is definitive and unassailable and can therefore form the basis of the intelligent decisions by all concerned, said McKay. McKay said that solving critical problems such as energy has as much to do with attitude as it does with specific proposals. As often as not, he said, it isnt our ideas that make us optimists or pessimists, as it is our optimism or pessimism which fashions our ideas. America is now slowly becoming optimistic about its ability to become master of its own energy destiny. The West is the one region of the nation which has never lost its initial Yankee Optimism. That means we are entering this new Decade of the West with the strength and unity necessary to meet the challenges before syn-fue- 3 3535 WALL AVE. 394-261- 1 IChevrolet fast-trac- fast-trac- k us. A Utah State player said his teams problem in that game was (hat Aggie players couldnt decide whether to pass, dribble or shoot. San Jose State players didnt have that problem. They took 19 more shots than Utah State. Even though Ufah States shooting percentage was considerably higher than the other teams, the Aggies lost by two points. Maybe the thing that won it for San Jose w'as decisiveness. Too many people fail in the Game of Life because they cant make a decision. Is it because parents shelter' their childrerr-fronraking decisions and living w'itb.the consequences? I believe thats. at least part of the problem of 'indecisiVeness? Certainly, if Larry wants to go ice fishing and you think the ice on the lake is dangerously thin, you make an important decision for Larry. No way, you tell him. But when Larry earns ten dollars and he wants to spend it lor a calculator or a subscription to Mechanix Illustrated, do you butt in and tell him how to use the money? If you do, youre taking away an opportunity to make a decision. Youre also taking away an opportunity for him to learn a lasting lesson the lesson of making decisions routinely lor himself. Should Larry make enough small decisions like that, chances are hell be able to handle the big ones well. Sure, like San Jose State, he may miss the basket a few times. But chances are Larry will, like San Jose State, come out a winner. nine-year-o- HOME OF MR. Do you think the Olympics should be brought to the U.S. and would you support some federal aid to help out? HATCH: I think the Olympics should be held in any neutral place. The U.S. would be fine with me, but Id be happy with any neutral country where we could get it out of this theyre doctors, lawyers, medical practitioners, . nurses or whatever. I think to be a has categorization if we register. I dont know where I stand on that. To be honest with you, I dont see anything wrong with registering men and-o- r women. On the other hand, registering them for what, how and in what manner? I think its got to be done in a reasonable way. With regard to the draft, I havent made up my mind yet. But I think those who are pushing for the Equal Rights Amendment and for total equal rights for women probably would push for having women in the draft. As Im going around, Im finding a lot of those who formerly are vociferously for the Equal Rights Amendment who dont want there and spectrum political scheme of the Russians. As far as federal aid yes, I would be willing to give some federal aid. I think there is much that can be gained from the Olympics if only to athletes help our world-clas- s to receive the recognition they deserve. ' QUESTION: Do you think Utah should have to accept both the MX and the Weteye Bombs? HATCH: Well, I think its an interesting question the way youre doing it. I dont think Utah has to accept anything. And frankly, Im not particularly for forcing anything on the people of Utah. As far as the MX is concerned, its been concluded by almost everybody inunderstands who ternational security and, of .the strategic Course, security needs of our country that we must have the MX. But Im not a bit happy with their daughters drafted, dont want them thrown into the Service except by right of voluntary action. I think they should have the right to volunteer, the question is, should we force them into the military. And Im still not sure I go along with that or go that far. What we really need is to beef up our reserves and our National Guard, get better equipment so we attract more people to the military and get better pay standards for those in the chief petty officer category in the Navy and sergeants and so forth in the Army, the people who the racetrack system, I dont like it; frankly, I doint want it. The latest report, I understand, says that even the leakers could be moved in perfect safety; but Im reviewing that report before I pass any final judgment. Keep in mind Utah is extremely important in the overall strategic and military affairs of this country. Its important that Tooele be maintained as one of the central distribution bases. I think its important to keep DDO up on Ogden. I think its got a great reputation. In order to do that and to have Hill Field and Dugway and all of these other important facilities in Utah, its important for us to realize there are certain obligations that come with that. Since the Russians are using chemical warfare, since they are using nerve gas and testing it through their surrogates, the North Vietnamese over in Cambodia and Laos, I think that this is the only deterrent force we have and that Tooele is the best place in the world, as far as were concerned, to store, keep and are really leaving 4 ,tj ' J 3 rQ ii ( v VP QUESTION: The recent flooding in Cache and Box Elder Counties caused several millions of dollars worth of damage.
