Howard Stahle Mrs. Bonnie Stahle Publisher Advertising Manager Sue Ellen Sims Editor Carol Shaw Young persons get involved Correspondent The number of young persons involved in community-base- d alternatives for troubled youth has trippled since January, a Utah Department of Social Services official said. According to Heber Tippetts, a recently completed study of the alternative programs shows that from an initial placement of about 25 young persons, the community-base- d alternatives program has expanded and now includes approximately 75 youth. Coupled with this, enrollment at the Youth Development Center in Ogden has declined to approximately 125 residents, including 29 in an observation program. Initially, there was concern that the alternatives program would pump more kids into the system. Those early fears have now been proven unjustified. Our study shows that while weve increased the number of kids in alternative programs, enrollment at the Youth Development Center has declined so the two programs have balanced out. The difference is that instead of institutionalizing the young persons, were placing them in community-basealternatives and finding out that they are doing better, he explained, adding that the enrollment at the YDC peaked in March 1977 when about 200 young persons were enrolled in the school. Tippetts said that a thorough evaluation of the effectiveness of the alternative programs is now being conducted and should be completed later this month. Preliminary findings show that the recidivism rate is lower for the alternative programs. Approximately 28 percent of young persons released from the YDC commit other criminal acts. The rate for those involved in alternative programs is 15 per cent. Tippetts said the results are very encouraging. Were dealing with kids who have been in and out of the system extensively. Were talking about kids who have been involved in first and second degree felony and misdemeanor crimes repeatedly. What were finding out is that the community-based programs which provide additional attention and supervision are effective and that confinement in an institution is not always necessary. Thats not to say that some young persons do not need the structure of the YDC. What we are saying is that many can benefit from community-based programs instead. Our goal is to have a variety of options available, he stressed. Tippetts pointed out that some persons have been concerned that the lower enrollment at the YDC would jeopardize jobs at the school. He noted that to date, no persons at the school have been released from assignment, although a few have been transferred into other YDC related Garn opposes ERA extension BY JAKE GARN U.S. Senator D.C. Extending the deadline for WASHINGTON, passage of the Equal Rights Amendment is patently unfair as a matter of principle, U.S. Senator Jake Garn said regarding lobbying efforts in Washington this (R-Uta- pro-ER- week. Garn met with several women who are presently lobtime limit bying Congress for an extension of the seven-yea- r due to expire March, 1979. I am absolutely opposed to the extension, simply because the time limit was a rule we established, said Garn. We must not change the rules when one side hasnt won, and seven years is adequate time for consideration of ERA by state legislatures. The Utah Republican likened the extension of the deadline to unfairly prolonging a basketball game, in hopes of increasing the losing teams chances of winning. "The extension is much like saying we havent won so we want another forty minutes, and only our side can score points. To stack things solely for one side is something 1 cannot support," he said. Noting that even ERA supporters have told him they dont like the method of extension, Garn emphasized he must oppose it on principle. "There is something wrong in our system when people agree to certain terms, then want to change the rules in the middle of the stream, said Garn. "There is still time before next March to get the Equal Rights Amendment passed, if the people want it, he said. There are people who maintain that personal rights should be held absolute, but this can be true only if a person is an island to himself. There must be limits placed on the rights of individuals or corporations as to the use of personal and real property. There are limits in the field of real property. Individual or corporate rights to use real property as they see fit stops at the point where the exercise of such rights interferes with, does damage to, or destroys some other individuals corporations or community's rights. The rights of individuals or corporations to sue personal property have been well defined in the statutes now on our books.
