The meeting commenced at 4:00 p.m. The following Council Members were present: Mayor Leonard Foster, City Council Members; Les Williams, Kari Rowland Yardiey, Draper, Gordon Roberts and Chris Smith. Also present st the meeting: City Recorder Hal Lessing and City Manager Steve Atkin. Mayor Foster conducted the ) Airs ASbrecht Hirschi Wedding meeting. CITY COUNCIL MINUTES The previous Council Meeting minutes were read by City Recorder Lessing. After review by the City Council, Council Member Smith moved, Council Member Roberts 2nd, Beaver City Council approve the APPROVED: Caivin and Bonnie Albrecht are pleased to announce the marriage of their daughter, Nanette, to Matthew, son of Thomas .and Kilty Hirschi and the late Kaye Hirschi, on Friday, November 9, 2007, in the St. George LDS Temple. You are cordially invited to attend a reception held in their honor on November 9, 2007, at the Hurricane West Stake Center, 270 South 700 West, Hurricane, Utah from 8 p.m. to 8 p.m.. The Council moved out of public hearing at 4:15 p.m. QUAD BASEBALL PARK -EXCISE TAX ISSUANCE: After review of the bonding documents. Council Member Roberts moved, Council Member Smith 2nd, Beaver City Council adopt resolwhich proution vide for the issuance of in Tax Excise $521,000 Revenue Bonds. Mayor Foster and Recorder Lessing are authorized to sign bonding documents as necessary. Ths Eonds are being purchased by Bank. Utah Independent Annual interest rate is 4.95.. Annual payments are appx. $40,000 per year, term of bond is 22 years. Council Member Roberts moved. Council Member Smith 2nd, Beaver City approve Resolution No. which authorizes the issuance and sale of $521 ,000 Excise Tax Revenue Bonds, Series 2007, All voted in favor of the motion. A copy of Resolution and B are attached hereto as an Exhibit to the minutes. NORTH SEWER SPECIAL DISTRICT: IMPROVEMENT This item was removed from posted agenda and no action taken at this time. Methods of cost allocation are being discussed with bond attorney. COMMITTEE REPORTS: The City Manager and City Council Members made reports and discussed the following subjects: Stste Highway 1 53 at Merchant Valiey Dam realignment is tentatively scheduled for 2010. Run off retention area for the North Interchange. Design proceeding and percentage of participation by parties discussed. City Manager Atkin is to discuss participation with adjoining property owners. City Library Windows: Manager is investigating replica replacement windows. New curb at ball park doesn't restrict travel. John Snyder is to provide solution for City City Council Meeting Minutes of October 9, 2007 City Council Meeting with the following corrections: Spelling change Burg to Berg. All voted in favor of the motion. PUBLIC HEARING - FOUR BASEBALL PARKS - SALES TAX BOND: Council Member Smith moved. Council Member 2nd, Beaver City Council move into public hearing at 4:00 to obtain public input regarding Beaver City sale of excise tax bonds In the amount Williams of $521,000 par amount. The City Council reconvened at City Hall at 7:15 p.m. BEAVER COUNTY SCHOOL DISTRICT - SOCCER FIELD Beaver County LOCATION: School District representatives: Business Administrator Todd Burke, Board Member; Bob Davidson, met with the City Council and discussed location of soccer field and Beaver City deeding to the School District and area appx. 260' x 170' in return the School District would deed a 56 foot roadway to the City for future use. The City Council suggested that a parking lot needs to be built for soccer field users. The matter was tabled for further discussion and investigation. Council Member Yardiey moved, Council Member Smith 2nd, Beaver City Council move into closed session at 7:30 p.m. to discuss possible litigation. By voice vote, Council Member Roberts, Williams, Yardiey, Draper and Smith, voted to go into closed session. Motion carried. The Council moved back into open session at 7:40 CANYON BREEZE GOLF COURSE- - JACK ERWIG MANAGER: Bob Davidson and Jack I ' is to if Recreation Department. Some of the items discussed tim-were: Obtaining persons! off with out having problems and contacts during time off and sickness. City Council refer to the questions and problems then first Recreation Director needis back to Council if action ed. Sports draft methodology was approved by the Council. Letter of excellent evaluation on Cal Ripken Pacific Southwest Regional Tournament was read City Council by the Council. The City complimented Mrs. Blomquist on her activities. Programs that have been completed by the Recreation Beaver City schedbeen have Department uled. City Manager Atkin requested that the Recreation Director be given a $100 per month fuel allowance for use of her own vehicle. It was the consensus of the Council the $100 per month fuel allowance be approved. CONSENT AGENDA ITEMS: Member Council Yardely moved. Council Member Smith 2nd, Beaver City Council approve consent 1 and 2. All voted in favor of the motion. 1 Beaver City Council $400 to the donates hereby Beaver Betterment Club to help defray costs of the Annual Lighted Parade. 2 Beaver City hereby donates $250 to the Festival of Trees. BEAVER CITY RECREATION BURGUNDY BLOMQUIST: the Beautification Committee: Connie Fails, Debbie Carter, Helen Christiansen, and Connie Davis met with the City Council and discussed the following subjects: News Letter and time table for City clean up. Removal of Flower stands for the winter, beautification member would like to be' present to help with removal so paint wont be scratched. Installation of the donation plaques. New UDOT Stop Signs, Blake Gillies to be contacted. Lighting of Street Lights on Center Street, wires need to be pulled for operation. City Manager to have prisoners clean street gutters and pick up trash from South interchange to North Interchange. Beaver Nursery white flower pots to be returned to the Nursery or the City will have to purchase new pots. BEAVER ARENA STUDY Recreation Committee, Johnathan Ward of Zion's Bank and Dale Okerlund of Wells Fargo Bank were Present. Mr. Johnathan Ward of Zions Bank met with the City Council and presented the results of the financial feasibility study regarding the proposed Arena and Civic Center.
