Although the Act waives the 25 limit on payment of cash equalization, other guidance in the Federal Land Policy and Management Act of 1976 provides that the amount of cash equalization payments should be minimized. some of the Accordingly, Federal properties may be dropped from the exchange as necessary to minimize payment of cash equalization and optimize benefits of the exchange.
