Show (?G6 On the subject of Beaver Canyon, I took the kids for a ride last Sunday and to try to do some sleigh out and we wound up in the canyon as could be riding expected. We didn't find any sleigh riding but we surely found some pretty scenery. The snow is beauti- 1fl) ful and the ice has formed some really remarkable designs. Don't miss that trip if you can help it. Sure wish the sleigh riding hill was clear though. I find myself in complete agreement with Senator Bennett when he questions the policies of the various departments of government. It does indeed seem silly for one agency to spend millions of dollars trying to bring prosperity to rural areas while other agencies . Also cuss them dang snow mobilers! I'm so jealous I could bust. All the chance I ever had to get out into the country on the snow was on snow creat conditions which will cause hardship and speed shoes at great effort. Winter in the mountains is too up the exodus from the farms. beautiful to be seen from the seat of a snow cart. I find, however, that the most pressing and real danger to rural Utah comes from the state government and is disguised as an aid to rural areas. This danger comes under the name of "Regional". The state has adopted a "Regional" aproach. By this I mean that rather than attack problems at the heart, the attack will be made by regions. Under this plan, all of the counties in the 5 County Region are placed, in one category to be served as part of the Region. Enjoyed a nice talk with Represntative Harward this mornine. The "Collector Roads" bill is in trouble and may not make it through the House. That bill would pro vide some $75,000 dollars annually for the construction of "Collector Roads" in Beaver County. There are about thirteen miles of roads in the' county which are listed in the law as "Collector Roads" and 95 percent of the money under this bill would have to be spent on new construction on those designated roads with 5 percent going toward maintenance on those roads. This would place the county in the happy position of spending as much on construction on thirteen miles of roads as is spent on maintenance and construction on 817 miles of county roads. The actual figures are: Feeder roads, $75,000 for 13 miles; ordinary county roads including the creek bed road, the road to the city dump, the airport, etc., $102,250.69 (1968) for 817 miles. The money for the collector roads is to come from the lc per gallon increase in the gasoline tax. -- In some ways this "Regional" approach has real merit. An example would be the field of law enforcement. No doubt real progress can be made toward improving law enforcement in the area and there is no doubt that the problem can be faced on a regional basis so long as it is remembered that the activities of a city police department are controlled by the city council and that the sheriff's department is a county office. Certainly studies can be made of the problems peculiar to a region and solutions can be suggested for that region. The problems I forsee are in areas where the cities and counties are competitive one with another such as the spending of state or federal road monies. No amount of construction done in Iron County will help the condition of the road in Beaver Canyon. No amount of political horse feathers will ever change the feeling of disgust I feel when I drive south from Salt Lake and read the paid political advertising done in favor of Cedar City and paid for with tax dollars taken from people of the state and nation yet under the find the area of will that "Regional" approach you the counties of Beaver, Iron, Washington, Kane and Garfield are the "Cedar City Area" and were referred to as such in a letter written by Governor Rampton Tired of winter?
