Lyndon Bradshaw Earns Eagle Scout Rank On, Saturday, October 31, 2009 Lyndon Bradshaw was awarded the rank of Eagle Scout at a Court of Honor held at Beaver City's baseball four-plex. For his Eagle service project Lyndon installed a drinking fountain at the newly-built sports complex. Lyndon is a Freshman at Beaver High School, and is the son of Todd & Cynthia Bradshaw of Beaverv In his frae time Lyndon enjoys playing baseball, and competing in other sports. Lyndon and the Bradshaw family would like to extend their appreciation to the many extended family members, friends, Scouts, adult readers', anti City employees-who gave 6f their time to help him receive the prestigious award. Families can have a unique recreational outing by cutting their own Christmas trees on Utah National Forests. The tree cutting program is carefully managed and permit holders must adhere to the following guidelines. Trees must always be cut close to the ground leaving the stump no higher than 6 inches. A shovel will come in handy to dig through the snow to reach the base of the tree. Make sure your; permit is attached to the tree before leaving the cutting area!. TREE TOPPING IS NOT ALLOWED. No cutting within 200 feet of riparian areas (lakes and r ' streams) roads, campgrounds, picnic areas, administrative sites, summer home areas, or within designated closed areas shown on the tree cutting area maps. Remember to always be prepared for winter weather. Always stay on designated roads and trails. Be prepared for slick, snow packed roads and have chains, a 4-wheel drive vehicle or a snow machine available. Always let someone know where you are planning to go and approximate time you will return. Carry a cell phone; bring additional warm clothing, good warm gloves, boots, and a container of hot liquid, water, lunch or snack as it may take longer than expected. Carry a flashlight, chains, shove!, first aid kit, matches, a hatchet, ax or handsaw, and rope to secure your tree. Minutes Of The Beaver City Council The Beaver City Council met at 4:00 p.m. in a regular session at the Beaver City Hall on October 13, 2009. The following members of the Council were present: Mayor Leonard Foster, Council Members Connie Fails, Craig Wright, Chris Smith, Kari Draper, and Gordon Roberts. Also, present is City Manager, Brent Blackner. City Recorder, Anona Yardley is excused. City Employee, Tracey Krauss, is also present. The Opening Ceremony of a invocation and Pledge of Allegiance was conducted by Council Member Roberts, CITY COUNCIL MINUTES APPROVED: Minutes of the previous regular council meeting of September 22, 2009 were read. Council Member Draper moved and Council lv)ember Wright seconded the minutes be approved. All voted in favor of the motion. None opposed. BILLS APPROVAL: Bills were presented and reviewed by the City Council. Council Member Smith moved and Council Member Fails seconded, the bills be approved for payment. All voted in favor. None Opposed. EMT AND FIRE DEPARTMENTS - Power Change Request: Mr. Jack Erwig requested the Beaver Fire Station's power to be changed from a demand meter to a regular meter. Council Member Roberts motioned that the Beaver Fire Station be changed from demand to regular usage. Council Member Draper seconded the motion. All voted in favor. None opposed. BEAVER BETTERMENT CLUB - Beverly Carter - Race Meet Concessions: Beverly Carter, President of the Beaver Betterment Club, met with the Council to let them know that the Club does not have a concession agreement with the Canyon BreezeTraining Center. Mayor Foster suggested that the. Betterment Club come up 523 votes 317 votes 372 votes 335 votes 7 votes 33.66% 20.40% 23.94% 21.56% .45% • with their own contract, he also stated that any contract will need to be brought to City Council for approval. Council Member Draper suggested that there needs to be a committee consisting of a member from the Canyon Breeze Training Center, ,. Beaver City Betterment Club and Beaver City Council. Mayor Foster asked that the Betterment Club submit a name of someone who will represent them on the committee. Beverly Carter then asked the council if the Betterment Club could be exempt from paying a percentage of profit monies to the Canyon Breeze Training Center .because all profits made by the Beaver Betterment Club are put back into the Beaver City community. The Council made no decision on this matter and -t turned it over to the committee. (Exhibit 10-13-2009 G) CONCESSIONARY REPORT - " Wendy Black: Wendy Black met with Council to discuss the concessionaire yearly review for the Tushar Mountain Complex.. Wendy reported a profit fromMarch to August, 2009 of which Beaver City would receive 15% by contract. Wendy also expressed her concerns as fol-" lows: (1) The co-ed teams only" brought in a profit of $30.00'; which did not cover time spent' running the concession stand. (2) The pop machine rental was" not worth the monies spent to rent it, so pop cans will be sold from now on. (3) The freezer side of the refrigerator does not work. Council Member Draper suggested that Beaver City donate their 15% of concession commissions toward a new refrigerator/freezer. Council also stated Beaver City would contribute monies towards the new refrigerator/freezer as needed. Council Member Draper moved and Council Member Fails seconded, the refrigerator/freezer be approved for purchase. Wendy also expressed a need for more electrical outlets. Manager Blackner indicated new breakers are needed in order to put in more outlets. The crew will look into this expansion. HINTON & BURDICK - FY2009 Audit Report: Mr. Todd Hess, auditor for Hinton and Burdick, met with the Council to present the FY2009 Audit that was conducted in August, 2009. He presented a draft copy of the Audit to each Council Member and highlighted the significant parts of the Audit. The findings were less this year and Mr. Hess expressed his satisfaction with the staffs willingness to make 1 the. necessary changes to comply with the findings.
