It is the proposal of the Council to provide improvement to property within the proposed Area and to finance the cost of certain sewer improvements, including certain Site Specific Improvements (as defined herein) (collectively, the "Improvements") within the Area and to levy an assessment as provided in Title 11, Chapter 42, Utah Code Annotated 1953, as amended, (the "Act") on the property lying within the Area for the benefit of which such assessment is to be expended in of such the making Improvements.
