public school shall include kindergarten schools common ninion co schools of primary and guidon high schools tin an agricultural college a university and such other schools school na as tile the legislature may inny establish tho the common schools shall bu be free tile the other departments of thu tho system shall bo be supported us its provided by law section 1 tile the proceeds of till ill lands that have been or may bo be granted by tile tho united states to this state for tile the support of tile common schools tile the proceeds of all property that way accrue to tho the slate by escheat or forfeiture ill all unclaimed shares still and dividends of till any corporation incorporated under tinder tile tho laws of this state the proceeds of tho the sale of timber mineral or other property front from school chool and state lands 0 ther other thun those grunted granted for purposes and five per or of tho the not net proceeds of the sale of public lands lying within the state which shall bo be bold bod by tile the united states subsequent to tho the admission of this thit state into tile the union shall be and remain a perpetual fund to be called the state school fund the alio interest of which only together with such other means BS as the legislature may provide shall be distributed among tile the several school districts according to tile tho school population residing therein provided that all funds derived from tiny ny state tax for high schools shall bo be apportioned among tile thu several cities and school districts according to tho the attendance at tile tho high schools therein but no city or district shall bo be entitled to any part of the fund derived from tile the state tax for high schools unless tile the high school therein is maintained upon tho the standard and for the period during the year that may bo be fixed by tile tho state board of education section 4 the secretary of state is directed to submit this proposed amendment to the electors of tile tante at tile next general election in the manner provided by Is low section 5 it if adopted by tile tho electors clec tors ot of the state this amendment shall take effect january 1
