tho the members elected to ench of the two houses concurring therein section 1 that it is proposed proposed posed to amend section 2 of art article gro X of tho the constitution of 0 tho the state of atall as amended january and section 3 of article X of the constitution of tile the state of utah so tile the same will read ns as follows section 2 tile the publio public school systad shall include kindergarten schools common schools consisting of primary find and grammar grades high schools an agricultural ewi college lege a university and such other schools as tile legislature may establish tile the common schools shall bo be free the other departments of tile the system shall be supported as provided by law aw section H 3 tile tho proceeds of nil all lands that have been or may bo be granted by the united states to this state for tile the sul support ort of t the to common comman schools the pro proceeds eeds of all property vint that may accrue to t the h e state by escheat or forfeit forfeiture uro all une unclaimed aimed shares and dividends of nuy any corporation incorporated under tho laws of this state a the proceeds of tho the sale of timber mineral or other property from school anti and state lands other thun than those granted gi anted for spec specific itic purposes and five per of tile tho not net proceeds of the ithe bale of f public lands lying within the state ow which I 1 ilch shall bo be sold bold by the united states stales subsequent to tile the admission of this state into tile tho union shall bo be and remain it a perpetual fund to bacalles be ba called the state school fund tile tho interest of which only together with such other means meana us ais tho the legislature may provide shall be ba distributed among mye t tho several school districts district a according to the school population population residing therein provided provide that nil funds derived from tiny any state tax for high schools shall bo be apportioned among tile the several cities and school districts according to the attendance at the high schools therein hut but no city or district shall bo be entitled to any martof part of the fund derived from the state tax for high schools unless tile the high school therein is maintained upon tho the standard and for the period during the year that may bo be fixed by the stats slate board of education section ionti therein section 1 that it is proposed to amend sect section ion 4 of article 14 of the constitution of the state of utah so that tile the same shall read as follows section 4 when authorized to create indebted indebtedness neis as provided in section 3 of this art article icle no DO county shall become indebted to an ani amoust ouiA including existing indebtedness exceeding two per no city town school district or other muni intal corporation shall become indebted to an amount including existing indebtedness exceeding four per of the value of tho the taxable property therein the value to be ascertained by the last assessment for state anti and county sop previous to the incurring of such indebtedness except that in incorporated cities the assessment shall bo be taken from the tha last assessment for city purposes provided that no part of the indebtedness allowed in this section shall be incurred for other than strictly county city town or school district purposes provided further currins therein section 1 that it is proposed to amend section 7 of arciclo XIII of the constitution in of tile the state of utah so that tile the same will road read as aa follows 7 tho the rate of taxation on property for state purposes shall never exceed eight mills on each dollar of valuation valtia tion to he be apportioned as follows not to exceed four and one half mills on elicit each dollar of valuation for general state purposes not to exceed three mills on each dollar of valuation for district school chool purposes not to exceed one halt half mill on each dollar of valuation for high school purposes that part of tile the natate tax apportioned to high school purposes shall constitute a fund to be called the high school furd fund and shall be apportioned to the citius citi ps and school districts maintaining high schools in the manner the legisla tuio way may provide and whenever the taxable property within tile tho state shall amount to tour four hundred million dollars
