constitution ot of the state of 0 utah as amended january let lat 1907 1007 and section 3 of article X of tile the constitution of the state of utah so BO the saino will road as follows 2 the public school system shall include kindergarten schools common schools consisting of primary ind grammar arnd grades high schools an agricultural college a university and such euch other schools as the legislature may establish tho the common schools shall bo be free the other departments of thu system shall be supported its as provided by law section 3 tho the ACIS of all lands flin havo been or may bo granted by the united states to thi this state for foe t the he support of the common schools the proceeds of property all that may accrue to the state by escheat or forfeiture nil all unclaimed shares and dividends of any corporation incorporated under the laws of this state the proceeds of the sale aale of timber mineral or other property from echo oland state lands other then those granted for spec specific itic purposes and five per of tile the not net proceeds of the eale of public lands lying within the state which shall bo yom sold by the united states slates fol follows laws 1 7 the rate of taxation on property for state purposes shrill shall never exceed eight mills on ench each dollar of valuation to 0 be apportioned as follows not to exceed tour four and one halt half mills milla on each dollar of valuation for general state purposes ies not to exceed three mills on each dollar of valuation for district school purposes not to exceed one half mill on each dollar of valuation for high school purposes that part of the state tax apportioned to high school purposes shall constitute a fund to bo be called the high school fund and shall be apportioned to the cities and school districts maintaining high schools in the manner t the legislature may provide and whenever the taxable property within the state shall amount to four bt hundred
