The local irrigation water specialist of the SCS will make an appointment to evaluate his with him present irrigation system. If the present system is found to be below the pos- sible efficiency level of that system or if a new system -- is indicated, the SCS spec- ialist will recommend that the farmer sign up with the Soil Conservation Districts for the irrigation water program. This program will entail weekly soil moisture measurements from each field under the study. These measurements will provide the farmer with information on how much water is being sub -tracted from the soil each day compared to how much wa5 applied. For example, one farmer in the Fillmore area said, "It is very dif- ficult to quantify the exact water and energy savings. I watched weekly with great interest as the graph was plotted regarding the water status of various crops. I feel that I have saved approximately one irrigation overall, perhaps more on some alfalfa fields. I would like to continue the program because I feel that some of the greatest savings for my farming operation is in irri- -' gallon scheduling to increase water use efficiency and apply only what the crop needs when It needs it." - The combined Soil Con-- v servatlon Districts ofjjfour C'area have developed bus program in hopes of helping you irrigators save and better use your Irrigation water program. In simple terms, effective July 1st, 1983, this new law requires banks and other financial institutions to deduct 10 of the interest or dividends you earn on your savings and investments. That money then goes to the Internal Revenue Service in much the same way as payroll deductions are now handled. The sponsors of this law have told us it was designed to catch a small minority of Americans who evade taxes on their interest and dividends. But the truth is the law penalizes the great majority of American savers and investors who pay their taxes faithfully. What's more, the federal government is now receiving all the necessary information to curtail tax cheating. The Democratic leadership, In dumping Gramm, Is setting Itself up as a virtual dictatorship, willing to violate the people's trust in order to keep the bulldozer moving along the old road to disaster. Powerful figures for several decades have sought to convert the Democratic Party into a tool for liberalism. Despite the trend to the left In recent years, the party Is rooted In a philosophy diverse enough for persons of all political persuasions. That foundation should not be abandoned. The banishing of Gramm from a position of influence Is a reflection on the character of th oartr itself, and should not be tolerated.
