The boys attended the public meeting on whether or not to widen Main Street while the sewer and water lines. Mr. Kanell requested Beaver City Police Officers Investigate the crime and present the attorney with a written Investigation report prior to his prosecution of the case. It was the consensus of the Council Beaver City Police Officers will comply with Mr. Kanell's request. Bills were presented and approved for payment. A discussion was held on changing Beaver City's fee that is charged for reconnection of power after electricity has been disconBeaver nected for City presently charges $5.00 for reconnection. After review of the policies of other cities and Beaver City's delinquent accounts. Councilman Anderson moved, Councilman Grimshaw 2nd, Beaver City Recorder prepare a change to Beaver City's Ordinance amending the reconnection fee from $5.00 to $25.00 . This change will not apply to Beaver City's regular connection fees. All voted in favor. Rex Carter, Beaver City Building Inspector Zoning Administrator, met with the Council and discussed the size of accessory buildings in the R- -l Residential zones. After discussion, it was the consensus of the Council, Beaver City Recorder prepare an amendment to Beaver City's Zoning Ordinance which will limit the size of accessory buildings In the residential zones to 1,500 sq. ft. nt. All accessory bulldings constructed over 1,000 sq. ft. shall comply with the requirements of the R- -l more restrictive code. It was the consensus of the Council a letter be written to the Planning and Zoning Commission informing them of the decision of the State on amending the Uniform Building Code, and Beaver City's action regarding accessory buildings. The Council reviewed the 1988 Uniform Building Code, 1988 Uniform PlumblngCode, 1988Unlform Fire Code, and 1988 National Electric Code. After review of the codes and fees, Councilman Grimshaw moved, Councilman Hutchings 2nd, Beaver City adopt the 1988 editions of the above mentioned codes. Beaver City will be using the fees in the 1988 edition of the Uniform Building Code for collection of building permit fees. Assessed valuation shall be modified by a local modifier of 50 which will basically leave the fees the same as Beaver City has been charging. All voted In favor. The City Recordeer requested the frost depth be changed to 28" rather than 30", which would allow pouring a 10" footing and use of of 24" form and 6" of exposed foundation. At present, the footing depth has to be Increase 2" or the forms stood up, or a 2 x 4 nailed to the footing to meet the 30" requirement. After discussion, Councilman Robinson moved, Councilman Anderson 2nd, Beaver City's footing policy not be changed. All voted in favor. The Council recessed until 7:30. Robert O. Christiansen, Beaver City's Power Representative met with the Council and reported on Beaver City's power load forecast. Mr. Christiansen presented a booklet for Beaver City review. Mr. Cal Barck met with the Council and discussed formation of a Special Improvement District State law concerning the Special Improvement District was discussed with the Council and the proposal was reviewed at length with Mr. Barck. Mr. Bill Kehr met with the Council and waged a formal complaint regarding removing Irrigation water from his block. The map was reviewed at length by the City Council. The City Council reviewed pay requests and a change order for the swimming pool complex. After review, Councilman Smlthmo-ve- d, Councilman Hutchings second, Beaver City approve the following pay requests and change order, and authorize Beaver County to pay the two pay requests: Pay Request No. 3 - New Vista Construction $5,818.00; Change Order SH-- 2 - New Vista Construction-Insta- ll 5 additional solar panels and repair panels -- $545.00; Pay Request 8 - Riley Construction - $20,007.00. All voted in faror. The Council reviewed an outside the City water and electric application from VernChrlstensen After review, Councilman Grimshaw moved, Councilman Smith 2nd, Beaver City approve the water and electric application of Vern Christensen subject to adequate water pressure at the connection. All voted In favor of the motion. The City Council reviewed plans and fees to be charged for the new 40 -- unit moted complex north of town. The Council authorized Councilman Robinson to negotiate prices one AUGUST for crushed gravel. Councilman Anderson was authorized to speak with Ray Kes-lregarding completion of the City Hall roof, now that all materials are in place. It was the consensus of the Council a letter of appreciation and thanks be written to the Parade Committee for the July 25th parade, the sound system for their assistance and Chris Smith for use of his car for the Council, and the Fire Department for setting off the firewords. There being no further business presented before the Council, the meeting adjourned at 11:30 p.m. er Beaver County held their Meeting on August 2, 1988. Those present were: Howard W. Bradshaw, President; James A. Mayer, and Board Members Wayne W.Wlseman.C. David White and Debra Hollingshead. Also present were Superintendent Lynn Hasten) and Business Manager Nicholas R. Dotson. The meeting was called to order at 10:00 a.m. and an invocation was offered by President Brad- Vice-Preside- nt, shaw. C. David White moved that the minutes of July 5, 1988 be approved. The motion was seconded by James A. Mayer and unanimously passed. Six concerned parents from the Minersvllle and Mllford areas met with the board and presented a petition signed by approximately 100 persons asking that the elem -entary students by allowed to wear Bermuda shorts during the months of Aug.-Sep- t. and first part of Oct. (Petition and request is a result of the board action taken last meeting terminating the trial period for wearing bermuda shorts.) Much discussion was had on the matter, but no action taken at this time. Prohibition to remain . effect. Four coal bids were received and opened and found to be as follows: Jerry Mayer, $40.00 per ton for Mllford and Minersville; Steven Gale $48.00 per ton Beaver Schools; Glen C. Greenwood, $37.50 per ton Beaver Schools, $38.50 Minersville, $39.45 Mllford Schools; Kanab Coal and Fuel, $43.50 per ton Beaver Schools, $44.70 Milford Schools, and $45.75 Minersvllle. C. David White moved that the low bid of Glen C. Greenwood be accepted for all schools. The motion was 2nd by Der bra Hollingshead and unanimously passed. Brian Hanley presented a proposal to replace the boiler at the Minersville School. Minutes The Beaver City Council met In regular session on August 2, 1988 at 4:00 p.m. with the following members present: Mayor Robert H. Lee; Councllmembers Paul Anderson, Conrad Grimshaw Sam Hutchings, James Robinson and Vat Smith. Also present were City , Recorder Hal Lessing and City Manager Gordon Baker. The minutes of July ,19, 1988 were approved as read and written. Police Chief Lynn Cartwright met with the Council and reported on comp hours that are presently logged by Chief Cartwright and Officer Troyner. At present, Chief Cartwright has 233 hours and Officer Troyner has 48 hours comp time. A discussion was held with Chief Cartwright on trying to obtain help, etc, in order to minimize the number of comp hours. Leo Kanell, Beaver County Attorney, met with the Council and 0 Tied record minimum for th day. Precipitation last year to date was 7.31 Inches. This year : to date is 9.47 inches. $1228.00. Fillmore woman was arrested for driving under the Influence of alcohol. A railroad car on Mllford Flat was burned early Sunday morning. The car had been used for storage. The possibility of arson is being Investigated. A civil disturbance involving an assault was reported in Beaver. No charges were filed. Our Mayor then read the letter out loud for all those present to hear. David White and unanimously passed. C. David White moved that the policy update adoptions be tabled until next meeting. The motion was seconded by Wayne W. Wiseman and unanimously passed. One bid to paint the Beaver High School entrance was received and opened and was felt to be to high. It was then moved by Debra Hollingshead, seconded by James A. Mayer that the bid be rejected and that the district maintenance people do the job as time permits. Bid was $2,900.00 It was moved by Wayne W.Wiseman, seconded by James A.Mayer and unanimously passed that a letter Informing the district of possible teaks in the Mllford High School gym be accepted and signed the chairman. District lunch program reviewed Appears to be in good shape. No change in prices needed this year. Bills were presented and approved for payment. Wayne W. Wiseman moved that the board participate 50 up to a maximum of $600 as matching funds to purchase three swamp coolers for Mllford Elementary. Seconded by James A. Mayer and unanimously passed. Milford High School Jr. Drill Team request tabled until more information and principal Input received. Staffing discussed. Resignations by Debbie McKeon at Mllford High School and Mltzl Joseph at the Belknap were accepted. Superintendent Haslem is now in the process of filling the positions. There being no further business to come before the board, the meeting was adjourned at 4:45 p.m. by DEMOCRATIC STEAK FRY AUGUST 20 Saturday, August 20 is the date chosen for the Beaver County Democratic Steak Fry, according to Orvls Bowers, Chairman. It will be at Ponderose Park, Beaver Canyon at 70 p.m. la case of rain, the Steak Fry will be held at the Beaver City Swimming Pool Park. Tickets are available from local Democrats at $2.50 per person. In Milford contact Roy Young or Rick Rose with any questions. Special guests will be State and County candidates. LEHMAN CAVES OFFERES FREE TOURS National Park Service Director William Penn Mott, Jr., has named August 25, 1988 as "National Parks Day," allowing visitors free admission to all of the National Park Service's fee -- charging units. While Great Basin National Park does not charge an entrance fee, it plans to celebrate the day by providing for free admission to Lehman Caves. Free tours through Lehman Caves will be offered from 8:00 a.m. to 6:00 p.m. on August 25. ! |
