Police Chief Les Davis implied that officers would try and pay more attention to the littering problems. Wayne W. Wiseman suggested using the reserve officers more to alleviate the overtime hours with Chief Les Davis and Officer Rose. Attorney Kanell and Council discussed Cemetery plots and the ordinance pertaining to the clause of ownership to avoid speculation. The discussion resulted from an inquiry made by Beverlee Erickson concerning plots which her terminally ill relative owns and would like to give to the Erickson family. Mayor Mayer stated that the City could buy the plots back at the original $25.00 purchase price and then the City could turn around and sell them for the current price of $400.00 each, stating that this is "how we run the City". Mrs. Erickson indicated that the cemetery plots in question were purchased prior to 1983, and should be exempt from the current ordinances as far as transfer of ownership is concerned. After lengthy discussion, Mrs. Erickson requested that a legal decision be made at this time. Council finally agreed to approve, at their discretion, the ownership transfer of plots, subject t0 a transfer fee per lot; providing they were purchased before 1983. Mayor Mayer discussed Milford cemetery lot prices in comparison other communities. It was vious from the Mayor's figures that communities are charging considerably less than Milford for Milford City Council held their on April 18, 1988 at 7:00 p.m. Those present were Mayer Mayor, Councllroembers Mayer, Bomine, Florence, Thomas, and Davis; Chief of Police Les Davis, Attorney Kanell, Coordinator Kennedy, Treasurer Kirk, and Lead-mWhiting. Also present were Al Carvalho, Kevin Long, Wayne W. Wiseman, Garneita Hollls, Ann Pierce, Beverlee Erickson, and the Beaver County News. Al Carvelho met with Council to request that Mayor Mayer declare the 1st week in May as "Older American Week", and the 2nd week in May as 'Senior Citizen Week". All voted in favor. Kevin Long, representing the Lions club reported on the development of the RV Park. He mentioned numerous improvements that the Lions Club Is willing to do, and requested the City pay for materials valued at approximately $600.00 for improvements such as pipe for water lines etc. All voted in favor. A tragic plane accident claimed the life of pilot Shawn Sypherd, Dixie College student on Thur sday, about 5 12 miles South of Milford. He is survived by parents and family members from Paridise, California. Several people in the valley wit nessed the mishap including Mr. & Mrs. Allan Mayer, Leon Palce, and Cecil Muir. Mr. Muir recalls seeing the light plane shortly before 30 pjn. flying in a southerly direction, skirting a storm and then disappearing into some heavy dark clouds overhead. Seconds later he heard the plane's engine Increase drastically as if the aircraft were commencing into a dive or tight turn. He instantly gazed up but the eneine noise had abruptly silenced. Starlngj m the direction where he had last seen the craft, he noticed that it was emerging from the clouds and beginning to separate into pieces. The stripped fuslage fell directly, nose -- first into a field southwest of the Barnes ranch and only a few hundred feet West of the Milford Flat road. The wings and other lighter parts drifted northeasterly with the prevailing wind showering fragments of the plane over a one m He area. Within minutes EMT's, Beaver County Sheriff Department and Mii-ford Volunteer Fire Department ar I rived on the scene to provide em er I eency assistance for the pilot who was still in the cockpit. Dr. David Symond pronounced the victim dead. The cause of the accident was apparently weather related however the official cause has not been released and is still under investigation by the Federal Aviation Administration. The BeaverCountySh-eriff'- s Department has advised anyone finding personal effects or parts of the airplane to contact their 2. office at the dump. A business license application was presented to the Council in behalf of Mary Wiseman, Ken Munk and Les Whitney, for a power raking service, asking for a waiver of the license. The waiver was denied, but the business license was approved. It was suggested by Councilroembers that since these people are a group and not an individual, they should be subjected to a $50.00 license like regular businessmen; however, tt was decided that Coordinator Kennedy have the option of deciding what to charge for the license. The Council voted unanimously to remove the stop sign near the hospital, as it has been misleading to some people coming into town traveling South along Main Street.
