He is a well respected Senior member of the House of Representatives, and is dedicated and eommited to serve the people of Southern Utah. His Legislative responsibilities for the past two years have been Chairman of the Capitol facilities and General Government Appropriations Committee, (this committee funds the money to construct all state and higher education buildings in the state). He is also a member of the Business, Labor, and Economic Development and member of the Business, Labor, and Economic Development and State and Local affairs comm- ittees. Minersville Town Council Meeting Minersvllie Town Council was held on Monday April 4, 1988, 7:30, at the Minersvllie Tovn a. He reported teat the Minersvllie Fire Dept. should meet no less than once each month for organization and training. Proper records should be kept of these meetings and of any fire that the depti responds to. There Is a need for additional volunteer firemen heft In Town. Donald Breinholt reported that FirS District 2 has approved the radio purchase of a mobile for Mlnersvllle's fire chief .. The ay clerk was instructed to contact the Town's Insurance agent and get Insurance on the new fire truck. Sun West Credit Union has been approved by the Utah Money Management Council as a qualified depository for public funds. Imelda Banks made a motion to withdraw funds from First Interstate Bank and deposit them with the SunWest Credit Union which now has a branch office in Minersvllie. Dally deposits will be made at the credit union to save on travel time and expense. Second on the motion Todd McMullin, motion passed. Funds will also be maintained at the Milford Branch office of First Interstate Bank. The swimming pool was discussed. Due to the fact that the school board will not be releasing O&M funds until after this swimming season, Don Breinholt made a motion to amend the minutes from the March Town Council Meeting concerning the price of summer swimming passes. The swimming passes will be $20.00 for a single pass, $40.00 for a family of 5 or less and $50.00 tor a family of 6 or more. Second Todd McMullin, motion passed. The grass needs to be in place before the final seal cost is put on the pool so that the dirt doesnt blow onto the surface. August 10, The Beaver Rnager District, National Forest is proposing to spray grasshoppers on several of the open subaipine meadows on Beaver Mountain in July of this ' year. About 1000 acres of these high dryland meadows are infested with heavy concentrations of grasshoppers which are severely reducing forage for livestock and big game animals. These areas include (Dry). Flat, Rogers Park, Long Flat, Grindstone Flat, Gunslght Flat, all located In T28 and 295, R6W, SLBM. Treatment will be conducted using Malathion spray at 8 ounces per acre or Sevin 4 oil spray at 20 ounces per acre (16 ounces Carbaryl and 4 ounces of diesel fuel). The pesticide Carbaryl poses a low risk to wildlife and humans. We are requesting USDA's Animal and Plant Health Inspection Service (APHIS) to conduct the spraying program, Control work will be carried out under the restrictions specified in the Environmental Assessments on APHIS Range land Grasshopper Cooperative Management Programs in Beaver and Piute Counties. Numerous stipulations are included in this document. A major guideline is that no aerial applied pesticide spray will be used within 500 feet of live water. This is to reduce the likelihood of spray drifting into streams which could kill macroln- vertebrate organisms and seriously effect fish populations. This is only one such guideline we would follow. If stipulations are adhered to as stated in the above document no significant adverse environmental impacts, including impacts to hum an health, are expected. The adverse trolled grasshopper outbreak could be greater than the Impacts associated with the proposed treatment. There are no threatened or endangered species in the treatment area to be affected. Impacts to other resources such as nontarget insects and birds would be nonsignificant and short term.
