After review and comments, Councilman moved, Messinger Councilman Grimshaw seconded, Beaver City table the matter of joining the Utah Municipal League Financing Pool. Councilman Messinger moved, Councilman Grimshaw seconded, Mayor Lee, in his capacity as Police Commissioner, inform the Chief of Police and Police Officers that effective May 1, 1987 the police force will be going on a rotating schedule. All voted In favor of the motion. An amendment to the Dog Ordinance was discussed by the City Council. After review, Councilman Messinger moved, Councilman Smith seconded, Beaver City adopt the Dog Ordinance amendment clarifying the penalty for violations of the Ordinance. All voted in favor of the motion. Mayor Lee stated it was the designated time for bid opening for any salvage material at the Swimming Pool. The City Recorder presented one bid. Mayor Lee opened the bid and read it to the City Council. Councilman moved, Messinger Councilman Hutchings seconded, Beaver City accept the bid of Gordon Baker in the amount of $25.00 for salvage rights to the upper portion of the observation building at the swimming pool. -- Demolition shall not begin until the is given from Beaver City. The "Red Wilson Scholarship" was established in memory of the late editor of the Beaver County News, by the Fair Board, in tribute to the years Red spent on the Fair Board. The scholarship will be given to' a student planningto pursue a career in the journalism field or a related career. Applications for the scholarship are available at the high schools and must be completed by May 5, 1987. Judging of beef steers starts at School program Friday Milford Elementary School students and faculty will present their annual program Friday, May 1, In the Milford High School gym at 7:00 p.m. The program is entitled "How The West WAS Really Won." Students, kindergarten through 6th grade, will participate. Plan to attend this special evenine with the elementary school. The Horse Show begins at noon. This will be open to all exhibitors. There are two classes, halter and performance. Lunch will be served at the Fairgrounds by the Minersville American Legion Auxiliary. Ralph Pearson is the show president with Fay and Betty Marshall as the secretaries. The County Commissioners have furnished the funds for the pre mium money. Trophies and ribbons will be awarded as well as the premiums. Mr. Craig Davis and Mr. Brent Stapley met with the City Council to discuss possible Economic Development and new businesses within Beaver City and the surrounding area. Committee reports were given and miscell- by the City Council aneous problems discussed. RaCail Riley mm mm staff from 45 states, Puerto Rico, the Virgin Islands, andCanada gathered to chart future directions H educational for the nationwide youth program of the Cooperative Extension System. Federick McClure, former national FFA president who recently joined the Texas Air Corporation, gave the keynote speech at the opening session. Other speakers during the week included Deputy Secretary of A griculture Peter C. Myers, and Betty Murphey. Murphey Is a mem -ber of the Commission on the Bicentennial of the U.S. Constitution and her capnote remarks fit nicely with the overall theme of the National H Conference which was "4-- for Youth for America". During much of the week, the young people and adults worked closely together in consulting groups to to address new Extension national initiatives subjects and concerns. RaCail Riley participated in The Latch Key consulting group and Rodney Roberts the Alcohol and Drug consulting group. Recommendations made in these areas included wrltting proposals to the consulting groups for recommendations to promote these programs in their county and State. vice 4-- linn PUBLIC HEARING The City Council of the City of Milford will hold a Public Hearing on Thursday, April 30, 1987 at 6:00 p.m. at the MllfordHlghSchool By Order of the Milford City Council Published in the Beaver County News on April 30, 1987. Recommendations from each of the 14 consulting groups were presented formally on Friday, and accepted by Dr. Donald Storm er, deputy administrator, 4-- H -- Youth, Ex- tension Service, USD A, and others. Tuesday was one of the most exciting days for starting at the UJS. Department of Agriculture where they were greeted by USDA officials who discussed current agricultural issues. Later, visited Capitol Hill and reported on to their members of Congress. Other activities during the week included a visit to the White House on Thursday, going to a theater as well as enjoying other entertainment, and a "night tour" of the nation's capital. Floowing a final banquet on Friday evening, the annual Clover Ball was staged at the New Zealand Embassy. The conference closed Saturday morning with a special Salute to America presentation that featured color slides from all states represented at the conference. Riley and Roberts plans to share conference experiences with other H members and leaders. The annual National H Conference is conducted by the Extension Service USDA, the Cooperative Extension 4-- H .... Correctional Facility in Beaver County. All interested persons are urged to attend. Mr. Powell requested the Paradise Inn propane tanks barricaded and recom -mended the tanks be removed to an adjacent field rather than their present location. Mayor Lee reported he had been in contact with the Paradise Inn and the pipes have been cut for the barricades and this will be done in the near future. The Junior Teen Council and Miriam Limb met with the City Council to discuss renovation of the park facilities adjacent to the Library. The Teen Council would like to fix the teeter -- totter, clean-u- p the area and general repair of the playground equipment. The Teen Council would also participate in painting of the fire hydrants. It was the consensus of the City Council that Beaver City participate in repair or replacement of the playground equipment and the Teen Council should coordinate this project with City Manager Baker. Painting of the fire hydrants should be coordinated with Fire Chief Grimshaw. After a lengthy discussion, Councilman Messinger moved, Smith seconded, the Councilman City Council review the following increases; $50.00 plus one percent, effective for the following individuals: City Manager, City Recorder, City Treasurer, Accounts 4-- 4-- 4-- 5 1 H Rodney Roberts unSystem of the state land-graiversities, and the National Council.
