The Milford Valley Memorial Hospital Employees hosted a dedication ceremony for the Rose Garden at the hospital to the memory of the late Dan Ferguson and A.A. Mr. Frank Seegmiller explained to the Council that as a representative of the FAA, he would like to update the Council on the situation on the airport project. He explained that R. Dean Child no longer feels an obligation to repair tlie runway ana taxiway at the airport. Mr. Seegmiller explained that after negotiating with Creamer & Noble, the FAA and the City.Mr.Childs agreed to change the project and to repair the area with a one half inch latex aggregate overlay. The project was to be started by July 15of 1986. Mr. Seegmiller explained that duringthe original project the aggregate used could not be tested in the field. When tested the test showed 4.0 to 7.5ft oil and the specifications on were uniformly 8$. the project Councilman Davis suggested that because R. Dean Child now feels no responsibility, the City should pursue this matte- - through the Leavitt Bond Company. Councilman Davis suggested that due to the time involved the City should ask for a complete new over lay of 1 12 inch. The Council agreed to have Attorney Kanell work with Councilman Davis and Mr. Seegmiller on this matter. Attorney Kanell staled a motion has been filed in district court. A motion was made by Councilman Davis, Mayer, Whitney and Wiseman voted in favor. Councilwoman Lister abstained as manager of the airport. Judge H.C.Cook and Virginia Bed -ingfield asked that the holes in their street be repaired by winter. Mayor Mayer asked the Council toconsider putting before the people the option of a SID to repair or replace all the streets intheCtty. MayorMayer stated that even though the City budget has allowed funds for the streets, there is no money. Mayor Mayer explained that the power to the pavilion is not on be cause of some work done on the field. He asked the City to consider Mr. Norm Thompson's recommendation to install a new transformer and reinstall the switch box. Councilman Wiseman suggested that due to the time of the year to the Lions proposal and take over the park, the issue be left until next spring. Recorder Rose explained that Bill Morris had completed his work on the cemetery. There are approximately !0 available lots at the cemetery and approximately 280 unidentified or vacant lots. Recorder Rose asked that t lie c'oum 11 approve continued work in trying to acquire some of these lots for the City. Mayor Mayer explained that the new section of the cemetery has very little possibility because of the gravel content. He explained that he does not feel any more money should be spent on this section. Recorder Rose reported to the Council there are bond payments due in October and Decern ler as well as the insurance payment due in November. Rose explained that the City is at the lowest cash flow time of the year. Extreme caution must be used in City finances until the property tax monies come in December. It was reported by Rose that with the complimentary bid by David Kirk the City was able to apply and lie granted a $10,000.00 matching grant for the repair of the Library. Rose also reported that John Williams will try to allocate even more than $10,000.00 The state has also awarded the City a matching grant of $950.00. The Recorder also reported that after conversations with Commissioners Sherwood and Johnson, as well as County Clerk Paul Barton, there is a very good chance the City could get some money from the County. In all the City would have to match between five and eleven thousand dollars. Councilman Wiseman stated he felt some concern with this project in view of district winners the swimming pool project. Councilman Davis and Recorder Rose expressed concern with other projects being left undone because of the swimming pool project. Councilman Davis expressed concern about the funds for the new pool and consequences to the community. Councilman Wiseman stated that he did want to progress with other issues but, the priority for the City at this point is the swimming pool. No motion was made. Councilman Whitney asked that a directive lx given to Foreman Baxter instructing him to take responsibility and authority over all City equipment. He is also instructed to buy all oil in case quantity. Councilman Wiseman suggested that the Recorder check ontheprire of bigger vehicle stickers for the City vehicles. Mayor Mayer explained to the Council that he had been approached by a Company that wanted to bring a chemical called PCB west of Milford to be buried. Chief Scott suggested thematorial was toxic. Council suggested the Mayor ask a representative of the company to come to Council. Mayor Mayer explained that he was approached by Mrs. Gary Sullivan aliout a sewer line leak on their property.
