Mayor Christiansen stated the purpose of the special session was to approve for payment the bills Incurred by thepresentCltyCouncil and also approve the minutes of the last City Council meeting. Councilman Messinger moved, Councilman Hutchlngs seconded, Beaver City extend a note of thanks to Mayor Christiansen for all the time and effort he has spent being Beaver City's Mayor for the last eight years. Mayor Christiansen has been a dedicated and tireless public servant. All voted in favor of the motion. After adjournment.Clty Recorder Hal Lesslng administered the oath of office to Robert H. Lefr as Beaver City Mayor; Samuel R. Hutchlngs as Beaver City Councilman and Val L. Smith as Beaver City Councilman. These members will be serving four -- year terms. The Beaver City Council met in regular session on January 6, 1986 at p.m. Mayor Lee welcomed the City Council and made his opening remarks to the City Council at this time. Mayor Lee presented to the City Council a statement of con-fll- ct of interest. The City Recorder was instructed, to file for record a 40 copy of Mayor Lee's statement. At 4:30 the advertised Budget Hearing was held. No public being present, and after review of the budget amendemtns, Councilman moved, Councilman Messinger Hutchlngs seconded, Beaver City adopt the Beaver City budget, as amended. A discussion was held on possibly appointing Beaver City's Building Inspector Rex Carter to help supervise the construction of the Hospital Geriatric Ward. Mayor Lee Instructed the matter be placed on the January 20, 1986 City Council ' agenda. Fowles, commander of SVC Btry 2222 FA of Beaver presents "The Outstanding Efficiency"' award In maintenance to IstSgt. David Robinson. EFFICIENCY 34th Annual tleeting The National Guard Unit of BeaSVC Btry 2222 FA, was selected as the outstanding unit in the State of Utah for the "Efficiency of Maintenance Award." The award was presented by CPT. Paul W. Fowles to 1st Sgt. Davis Robinson. Mr. Fowles stated that the unit had received commendable comments in almost every category concerning the organizational maintenance being done by the Beaver Unit. The Unit received a 97 equipment score. ver, The Mllford Railroad Credit Union will hold it's 34th Annual meeting on January 22, 1986 at 7:00 p.m. in the Senior Citizens Hall. All interested persons are en- couraged to attend. The purpose of the meeting is to set goals for the upcoming year. Any members with any suggestions or questions are invited to come and air their opinions. Fowles also stated that although over 700 miles to reach the training site, they had returned with only minor difficulties. The organizational equipment includes small arms, clothing and sectional equipment. The personnel Involved in maintaining the equipment are qualified the unit had to convoy and continually receivingtrainingto better prepare them selves to retain a high rate of readiness of the Unit, Fowles concluded In a letter to the Unit. in ffful mmfm for lomisBionori County Road Supervisor, Robert Marshall met with the Commission to request a stronger ordinance .'or cutting county roads. He reported that when the roads are cut, the individuals are instructed that they must put the road back into the shape it is found. However, there have been some problems with this in the past. He suggested that when the persons request a permit to cut the road that they should have to put up a bond to protect the county. The Commissioners agreed to an ordinance drawn up for have their approval. Grant Esplln, Miriam Limb and Dr. Joe Austin, District Director, of the USU Extension Service met with the Commissioners to report on the past year's activities of the service. . They ansexpressed their thanks and appreciation to the county for it's support. They explained that their role Is primarily educational for county residents and felt they had mademany contributions during the past year and plan to continue. Mr. Esplin presented a very educational and interesting slide presentation of the different projects the Extension Service has been involved in. Trisden DeMille of Jones and DeMille Engineering reported the progress being made on proposed improvements of the North Creek Road. They have started the preliminary studies, however, no work will begin until 1987. A tour was taken of the nearly completed County Jail addition, Comm. Johnson reported that the project was past the deadline and the contractor would be assessed a $50.00 per day fine beginning Dec. 3, 1985, for the inside work. He also reported that due to the weather the outside work would not be finished until spring. The building should be fully operational sometime this week. County Treasurer, Rondo Farrer, reminded the Commission that an auditor would need to be hired for the upcoming year. He reported that he had been pleased with Floyd Pickering, who had done the audit last year. The Commissioners voted unanimously to hire Pickering for the upcoming year. Farrer also reported that tax collection for the county was way down in comparison to other years. A Budget Hearing was held to transfer money within the budget. $33,000 was transferred into the District Court Buoget to cover costs In the Bruce Dallas incurred Goodman trial. Goodman Is being tried for the murder of Sherry Ann Fales Williams whose body was found off the Manderfield exit last December. A transfer of $46,000 was made from the general fund Into the general capital Improvement fund to cover expenses on the Jail addition. |
