Hansen mentioned he had been curious about Circle Four and was anxious to finally see it. Rob Adams, consultant for Circle Four, mentioned to the Representative that Beaver County was financially in rough shape before Circle Four was started. The amount of property tax received in Beaver County in 1995 was $48,000, in 1996 it increased to $137,000, and in 1997 it jumped to over $313,000 Adams told Representative Hansen. Adams also reported that Beaver County is now one of the fastest growing counties in Utah. ‘Steve Pollmann, General Manager of Circle Four Farms, and Adams described the history of the project and the benefits of bringing Circle Four to southern Utah. The idea to bring Circle Four to Utah was created in the minds of Utah people, looking for a solution to a starving economy. Some of the advantages include; the immediate access to I-15, the Union Pacific Railroad mainline through Milford, the available land and water, and enough quality people to support the employment demands. Hansen was amazed at the distance between the farm and the cities of Milford and Minersville. The Representative and his tour group stopped and looked in several farm sites, and at various containment lagoons as well. He was impressed with the size and technology of the farm. Some of the environmental concerns Hansen expressed were regarding the containment lagoons. Adams explained that the lagoons are treated identically to municipal lagoons. However, Circle Four’s quality inspection specifications are 10 times more stringent than the requirements of municipal lagoons. Adams explained. Circle Four has several monitoring wells that can detect any problems in the lagoon containment systems. Adams reassured the Representative that Circle Four has not had any problems with their lagoons because of the high specifications that are met. Circle Four currently employs 325 people and 50-60% of those employees are local citizens. Pollmann, added that many of the people moving in from other states, have Utah roots and are moving back because there are now employment opportunities that weren’t here before. Pollmann also reported that the annual salary for the entire farm is approximately eight million dollars. Circle Four enjoyed the time spent with Representative Hansen and appreciated the interest he showed in one of the fastest growing industries in Southern Utah.
