No action was taken. Craig Davis met with the Board to explain zoning change petitions of Robert Puffer and Charles Ross. The Planning Commission recommended that both petitions be denied. It was moved by Comm. Johnson, seconded by Comm. Marshall and unanimously approved to follow the Planning Commission recommendation. : Appointments to the Planning Commission were discussed. SO Normand Thompson, Jim Raines and Kendrick Rogers met with the Board to present a conceptual plan for a subdivision west of Milford. No action was taken. Charles Ross met with the Board to appeal the decision of the Planning Commission on the denial of a zone change. The appeal had previously been denied. John Christiansen met with the Board to discuss the 1997 Public Defender contract. The proposal is to increase the contract to $21,000 per year. It was the consensus of the Board to build this contract inio the 1997 Budget. The reorganization of the Road Department was discussed. The letter was requesting information from the county re: ownership of the road. The matter was referred to Mr. Carriger for research. A letter from Milford City requesting information on the reasons for the lateness of the tax roll. The letter was referred to the County Assessor for action. The Clerk presented the certified petition for the Milford Valley Township to the Board. It was moved by Comm. Johnson seconded by Comm. Marshall and unanimously approved to accept the petition. Present for the Jefferson, Jolyn Mayer and Jerry Mayer. The election to form the township was discussed. Mr. Kanell explained the timetable for the filing of annexation petitions, mcorporation petitions, etc. contained in the township legislation. There is a 90 day time requirement for these petitions to be filed. The election will be held within a reasonable time after any annexation proceeding is concluded. All members of the Board stated that they are in favor of setting up a planning district for the western end of the county. Mr. Carriger will send a letter to Milford City encouraging the City Council to file any annexation petition as soon as possible. The Board discussed the proposed personnel policies and procedures. Barton Beaver County Clerk Published in the Beaver Brett Rich, from the U.A.C. Insurance Mutual, met with the Board to discuss the renewal of the property and casualty insurance. Mr. Rich requested that the Board not bid the insurance until the summer of 1997 because the Mutual has already set premium for member counties. It was the consensus of the Board to delay the bid until 1997. State Representative Tom Hatch met with the Board to discuss possible funding for road projects. Also present was Rob Adams from Circle Four Farms, Alice Smith and Jolyn Leko. Rep. Hatch stated that he would be willing to sponsor legislation to try to obtain legislative funding for road needs in Beaver County. The main road in question is the proposed new road along the railroad corridor. The U.A.C. Insurance Mutual has made a recommendation to check the driving record of all county employees. Marshall and unanimously passed to approve the minutes. : Don Carroll, representing property owners from the Valley View Subdivision, met with the Board to discuss problems associated with a property located within the subdivision. The property is owned by Beaver County obtained through Tax sale. Mr. Carroll requested the County clean up the | property. The matter was referred to Mr. Carriger for action. Ken Yardley, County Sheriff, met with the Board to discuss payments made by the Forest Service to the Search & Rescue for assistance at the Pole Canyon Fire. It was moved by Comm. Johnson, seconded by Conim. Marshall and unanimously approved to allow the Search & Rescue to purchase equipment with the funds. Sheriff Yardley discussed funding for drug law enforcement. Leo G. Kanell, County Attorney, made a statement encouraging the Board to set up a separate account for drug seizure funds. The matter was referred to the County Auditor. Mr. Carriger discussed a problem with maintenance of the Sheriff's Department vehicles. . The Board presented a certificate for completion of a Citizen Planner Program to Jolyn Leko. The Board thanked Mrs. Leko for her dedicated service to the Planning Commission.
