We also recommended that new bids be accepted and not to accept the bid that they had before the last bond election which seemed way too high. We further recommended that the “design/ build” method be studied rather than the outright bid. The state and a lot of other counties are adding a lot of new prison beds and there is no assurance that Beaver County could keep their empty cells full of state prisoners. If this happened it will cost the taxpayers a great deal more money to pay for this larger jail. Logistically, this means that the residents of Beaver County will be picking up the difference. Using this year’s valuation, tax increase for the court complex alone would be about $19.25 on a primary residence valued at $100,000. Ironically, about an additional 55¢ per year would pay total construction cost of one option recommended by the committee - a 16 cell, 32 bed jail with no court room. As a direct result of your comments the Beaver County Commissioners were prompted to include an estimated cost to taxpayer in their letter to the voters. I would like to point out, however, that your reference to the endorsement of the citizen’s committee isn’t exactly accurate. In actuality, the that commissioners give voters a choice committee advised of: (1) A 16 cell, 32 bed jail for county use only, which our findings indicated could be constructed for under $2 million. Or (2) A 32 cell, 64 bed jail at a cost of approximately $3 million. Housing 30 to 50 state prisoners, if available, could offset a portion of the cost of construction and operation of this facility. (3) We recommended that a court complex be added only with a long term lease which would cover the cost of the facility. We, the school board of the Beaver County School District, after much study, deliberation and discussion of the old Beaver High School, have come to the following conclusions: 1) The only feasible use of the old building is for it to be a school. 2) It is not practical for it to be preserved and maintained as a school because: ja) The cost to renovate the building and bring it up to required seismic C Misdemeanor Trespass.
