Portraits will be taken by Robins Photography out of Payson, Utah. g) ., ?T (387-275- breakdown Recreation UNAPPROVED MINUTES MILFORD CITY COUNCIL MEETING February 4, 1997 Mayor Mary Wiseman called the meeting to order at approximately 7:00 p.m. Those in attendance were: Council members Junior Davis, Nick Swain and Russell Smith, Attorney Leo Kanell, Treasurer Arden Fowles, City Manager Nedra Kennedy, Foreman Ray Whiting and City Engineer B.J. Moore. Bilb and PavroB Councilman Russell Smith motioned to approve the bills and payroll as presented, Councilman Junior Davis seconded the motion, all were in favor. Minutes - January 21. 1997 Councilman Junior Davis motioned to approve the minutes of the January 21, 1997 meeting as written. Councilman Nick Swain seconded the motion, all were in favor. Hook-u-p Office staff requested the City Rattt Council address the issue of hook-u- p rates for multifamilyapartments as the city did not have specific guidelines. Council requested B.J. Moore make recommendations for the fees, B.J. Moore suggested charging $500.00 for the first bedroom then $250.00 for each additional bedroom up to $1000.00 for each water and sewer. Office staff was instructed to contact communities with similarities to Milford. Councilman Nick Swain motioned to accept the proposal given by B.J. Moore, Councilman Russell Smith seconded the motion, all were in favor. , k wauj.njflted to accept the; Affordable Homing Plan Councilman Affordable Housing Proposal presented by Five County Association with changes on Item 5, FCAOG will work with the Low Cost Housing Committee and Planning and Zoning Committee instead of the Planning Advisory Committee as mentioned in their proposal. Councilman Russell Smith seconded the motion, all were in favor. Impact Fee Study - Water Supply Findings City Engineer B.J. Moore presented a master plan for the city's water system and expressed concerns on prior expansions to die system. Mr. Moore stated there were many decisions to be made and two incidences where Milford City had been given improper direction. Five areas were being reviewed: water rights, ability to produce water (source and wells), distribution system, storage tank and treatment. B.J. has finished that portion of the study and has come up with alarming findings First - Mr. Moore expressed dissatisfaction on the location of the 1.9 million gallon water tank. He reported the present operating pressure at Milford Elementary School is 25 psi which is below the standard code of 60 psi and keep operating pressure at 80 psi. Milford City does not have an are where there is , , operating pressure of 60 pounds. Second- - Consultants on the recent water system upgrades did not consider the expansion needed in the future. He felt the expansion of the water system with a new well and storage tank could have been completed at that same time. Future improvement should include a water well project and water system which will be need to adjust for growth. Mr. Moore requested the City Council adopt the impact fees based on the master plan for the water system presented which includes a booster pump for the existing distribution system. Also included could be the water system and water tank for Antelope Ridge Annexation which would provide adequate water pressure if the city could participate in the project. Councilman Nick Swain motioned to table the issue until the next meeting as there were two absent Council members. Councilman Russell Smith seconded the motion, all were in favor. B.J. Moore was instructed to contact Mark Dotson and John Carter and discuss these Issues with them prior to the meeting on February 18, 1997. Ordinance and Resolution! Councilman Nick Swain motioned to approve Resolution "Setting Purchase Price of Nonconforming. Unusable Areas of the Milford Cemetery", Councilman Junior Davis seconded the motion, an were in favor. Visitor Ai It Relate to Cltv Buslnesa Deputies Michael Giles and Kylie Maycock reported on their recent law enforcement activities. They requested input on the present curfew laws for Milford City. Council members felt the deputies should maintain the curfew laws. Michael Giles reported he had made contact with Walt Schoficld at the City Staffs request concerning trash being thrown on Main Street. Mr. Schoficld would address the issue to the student body. Staff Comments Attorney Leo Kanell reported to the Council that it is against the Constitution to sell or lease water rights. Foreman Ray Whiting requested input on the purchase of new grader. The present equipment was torn apart with the cost to repair being more that the grader is worth. Estimated cost to repair the grader just to be able to remove it from Bill Johnson's shop is approximately $ 1.800 (H). Ray Whiting was instructed to determine the cost to put the grader in running order. 1 le expressed his concerns about repairing streets without a grader. City Manager Nedra Kennedy requested approval to apply for a $2,500.00 grant from the Utah State Archives to purchase two fire proof file cabinets. Councilman Nick Swain motioned to approve the application of the grant. Councilman Russell Smith seconded the motion, all were in favor. Councilman Rustell Smith motioned to authorize the advertisement for lifeguards at the Swimming Pool Councilman Junior Davis seconded the motion, all were in favor. Applications will be reviewed at the February 18th meeting. Lifeguard certification will be offered from February 18 March 1 1 All lifeguards need to be recertified. Hiring of temporary crew members for the city crew was discussed. Will discuss at a future meeting. City Manager Nedra Kennedy and Councilman Russell Smith presented a public meeting it was said in - she couldn't tell him. Russell stated he had gone through the minutes of last year and couldn't find anything where that was ever said Mayor Wiseman stated she had gone through her minutes and could not find anything to the conversation. pertaining Russell stated he did not blink Councilman Dotson had ever said that and told Alice to come down to find the minutes and show him where that was said and she stated she would not believe anything mat came from the city office. She also stated people were tampering and erasing the minute tapes. David Lake offered to purchase the Milford Museum building. Mayor Mary Wiseman stated the building was given to the city with certain provisions which did not allow for the selling of the building. The City League Recreation checking account will be terminated at the time the funds are distributed. A Special Meeting of the Milford Library Board and the Beaver County Commissioners will be held to discuss possible litigation. Councilman Junior Davis reported on the progress of county-wid- e police protection and dog control. Police protection w ill be paid by the county if approved. Could possibly be a tax increase to provide the protection. Councilman Nick Swain reported on the priority list for capital project. Milford City was placed third on the list as they were not ready for submission of the plans. Beaver County School Board Meeting Present: Robert L. Strong President, Norman L. Lamb Vice President, and Board Members Pat Rimpau, Richard L. DeArmitt, and Gary T. Brown. Also present were Superintendent Henry E. Jolley, Assistant Superintendent Donald J. Willden, and Business Manager Nicholas R. Dotson. The meeting was called to order at 3:00 p.m. by Board President, Robert 1 L. Strong. 2. It was Councilman Russell Smith reported on discussions he had had of the Beaver County Monitor after a newspaper article she had written two weeks ago. She had stated that Councilman Mark Dotson commented that he and Councilman Smith had taken numerous polls of the citizens of Milford and that the citizens of Milford didn't care about the smell and pollution that came from the hog farms. Councilman Russell Smith stated that he has not taken numerous polls of the citizens of Milford and that he had never said that they didn't care about the smell. Dennie LeBaron, Milford High School Principal Walt L. Schofield, e Counselor Gary Jensen and met with the board and asked for their support in submitting for a School to Careers Grant. Dennie LeBaron presented the proposal and grant application for signatures. After further review, it was moved by Pat Rimpau, seconded by Richard L. Schofield, and Counselor Gary Jensen met with the board and reviewed a proposal presented by Sane Erickson for a Comprehensive Guidance Program at Milford High. Mr. Erickson and Mr. Schofield each addressed the board. It was then moved by Pat Rimpau, seconded by Richard L. DeArmitt , and unanimously passed that a part-tim- comprehensive guidance program and grant application be submitted to the State Board of Education. 6. It was moved by Richard L. DeArmitt, seconded by Pat Rimpau that he board go into closed session at 4:15 p.m. All voted in favor. Personnel discussed. Albrecht reviewed his perception as to what an Alternative School Program would do tor our school system. Mr. Albrecht will also contact several parties pertaining to the Beaver High School Baseball Coaching position and report back later in the evening. Dinner Break - 6:00 p.m. 7:00 p.m. 8. Beaver County School District Sick Leave Policy was discussed and it was moved by Richard L. DeArmitt, seconded by Norman L. Lamb, and unanimously passed that the motion be tabled and reviewed again at a later date. 9. Forensic program discussed. Superintendent Jolley will get more information. 10. Student School Board Member discussed. Matter tabled at this time. 11. Policy Manual Discussed. Will continue to update a section at a time. 12. Utah Link Acceptable Use Policy was reviewed and will be studied further and passed on next meeting. 13. Request of Alan Raddon to attend a Football Coaching Clinic in Reno h 2nd was February received and discussed. It was moved by Richard L DeArmitt, seconded by Robert L. Strong, and imanimousry passed that the request be granted. Beaver High School to pay all expenses. Can use district car. 17. appraiser for the old Beaver High School has been on the site and should have a report ready by next board meeting. 18.
