"Children who enter kindergarten with the ability to share, cooperate, get along with peers, and who- possesses a reasonable attention span may be in a better position academically than a\child who is able to read first grade primers at age four." Nelson says if you are enjoying your child at home, not ready to give that up, and the child has plenty of quality experiences at home and opportunities to play and socialize with other children, a preschool experience may not be a high priority. Also, ifyou can't afford or don't particularly like the preschools in your area, or your child really does not want to go to any school, you may want to wait, look elsewhere, or forget it, Nelson says. =ai. However, if you live in a neighborhood that does not have many children for your child to play and socialize with, a bood preschool may be the answer. She says an effective program with which you feel comfortable can promote self_ identity, independence, and selfreliance. A good preschool can enhance a child's language development, and can as experiences and opportunities with toys, books and additional materials that may not be available at home. "Working parents who feel they cannot find enough time to spend doing preschool activities with their child may find a good preschool program beneficial for the whole family. Three-year-olds can be especially hard on the people who care about them the most. Sometimes a friendly teacher who is kind and concerned, but objective enough not to be snowed by a child is just what a mom or dad needs to reconfirm their parental role." She says deciding when or if to send your child to preschool is a personal and critical decision. The council will go back through the Town's minutes to see if an agreement was made between the original owners and the Town concerning the extension before a decision is made. Robert Craw made a motion to approve the building permit for Calvin Rogers for a garage and a fence. David Eyre seconded the motion, the motion passed. Rodney Carter presented the Citizen Planners Certificate to Lois Carter, and Ward Dotson. The council appreciates their efforts to learn more - about planning and zoning and board of adjustments etc. Lois Carter has trouble with run off water because the culvert by her property Is plugged. Kevin Carter and Robert Craw will see if they can get the plug out. John Martinez met with the couneil to request an area to put the batting cage. The cage requires an area 12 ft. wide and 80 ft. long. It will be kept locked at all times until it is signed for. The key will be kept at Todd's Market and an adult must sign for the key and be present when the cage is in use. The Town attorney will be contacted to see if there is a risk or liability to the Town.’ If he approves then there is an area behind the Town Hall that can be used. John asked -the council to encourage, Beaver County to develop baseball fields at the Beaver. County Fair. Grounds. The council. ‘agreed that this would be a good Idea. meeting. The deeds prepared for the property owners affected by the vacancy ordinance were signed. David Eyre made a motion to. meet in closed session to discuss strategy conceming __ possible litigation, Michelle Barton seconded issue on Aug. 28, 1996, at 7:30 P.M. at the Minersville Elementary School. Some of the items to be addressed are: Law enforcement, animal control, a restaurant special district for roads, and tax, a libraries. The County has applied for a planning grant. The transportation plan for Beaver County is complete. Minersville town Council needs to make a decision on where the bypass roads should be placed for access to the pig farms. Craig Davis was invited to the meeting to help answer some questions concerning building and zoning. Minersville Town had requested information conceming the modular units that are being placed at the school to be used as a classroom. Craig reported that the County is getting information at this time and will pass it along as soon as possible. ILL. and Sharon Griffiths were invited to meet with the Council concerning violations of Zoning ordinances regarding single wide mobile homes (non-conforming use). ‘Mr. Griffiths was informed that the trailer does not meet code and that he could not fix it up to rent out Itis. apparent to most present that the trailer has been vacant-for several Mr. Griffiths does not agree years. and produced a statement by the previous owner that they had been to the trailer many times in recent years. There has not been a water or sewer connection made since 7/1/91, and it is illegal to live in a home within the Town boundaries without. water and sewer, there is not a stamp on the trailer indicating that is a pre-1976 model. If property owners have fences -that-are not in compliance with the zoning ordinance, they can request a hearing with the Board of Adjustments to request a variance. If the fence does not pose a hazard it is possible that a variance will be issued. The CDBG water project is nearing the completion of phase I.
