Equal space will he provided for (ah Democrats Participate in Dear Editor, Please accept this "Open Letter To The Milford City Council" opposing views In reviewing the citv council minutes as reported in the November 20, 1997 issue of the BEAVER COUNTY MONITOR I believe the statements concerning rolled type curb and gutter by Councilman Swam are erroneous and misleading The City of Milford adopted the Utah State Uniform Building Code when Mr Roy Young was mayor and. according to information provided by the Milford City Office, is still in effect Referring to page 65, paragraph J (4) it states "Required curb and gutter shall be concrete, standard high back, unless an exception is recommended by the Local Engineer and approved by the Governing Body " According to city council minutes of August 15. 1995 (item 8) Councilman Harlan Thomas did make a motion that rolled type curb and gutter be allowed within the city of Milford If Councilman Thomas w as the Local Engineer at this tune then Councilman Swain's statement would be correct, but Councilman Thomas was not the Local Engineer In reviewing Milford City Council minutes and ordinances from January 995 to the present could not find any recommendation by the Local Engineer prior to when Councilman Thomas made his motion Was the horse put before the cart1' If any member of the Milford City Council is privy to informaUon contradicUng this, perhaps they can inform us as to who the Local Engineer was at that time and the date the statement of exception concerning rolled type curb and gutter was made and what it stated If a recommendation to allow rolled tvpe curb and gutter was not made by the Local Engineer, then all rolled type curb and gutter utilized If such a in the citv of Milford at the present time is recommendation w as made it should be attached as an addendum to the building code for future reference The city council minutes of November 20. 1997 also state that Dick Rollins presented documentation on Jones and DeMille's work on the street. inspection to answer anv questions on The question of work was not about the street grades but concerned the eight inch (8") sevver line placed at 600 West between 200 North and 300 North The engineer field notes and design layout indicate that 420 linear feet of this sewer line has a slope of only which is not a great deal of slope If an inspection w as made of this line before the trench was back-filleit should be on file in the city office office andor city engineer's My concerns are if this line was not installed exactly as engineered it could prove very costly to the taxpayers of Milford each time repair work is needed on it Thank You. 1 34, d, Garry Bedingficld the Festival of Trees Sail Lake City.
