Mayor Mary Wiseman called the meeting to order at approximately 7:00 p.m. Present: Council members Junior Davis, Nick Swain, John Carter and Mark Dotson, Attorney Leo Kanell, Treasurer Arden Fowles, City Manager Nedra Kennedy and Foreman Ray Whiting. Visitors: Rob Adams, Rhoda Browner, Norm and and Sherrie Thompson, Korte Young, Betty Jimenez, Lowell and Susan Mellor, Terry Pippin, Gloria McDermott, Rick Lunt and Alice Smith representing the Beaver County Monitor. Rob Adams - Odor Control Rob Adams, Circle Four Farms General Manager presented the Council with an informational packet describing the measures the company is taking to control ' odor at the hog farms. Mr. Adams began by explaining the waste collection process which is contained in pits then transferred to lagoons. He stated the most offensive lagoons were newly operational which is consistent. Ideally, the lagoons will contain water before waste is released giving enough environmental capacity for the bacteria to multiply. Unfortunately, there were some lagoons which the company has had problems starting up one of which is the sow farm on the far north-wepart of the parcel. Many different compounds (chemical additives) have been tested. Mr. Adams explained the two sources of odor being the exhaust fans from the Circle Four Farms is buildings and the lagoons. Other concentrating their efforts on the lagoons. experiments have been tried, and the company is Surface continually progressing with the program. aeration has been installed at one location. Another experiment being tested is the installation of perlite on the lagoons. Mr. Adams stated the odors seemed to be lessened by the perlite but in tests being completed in the office when frozen the perlite sunk to the bottom. Circle Four Farms is presently working with an engineer to develop a cover for the lagoons which will basically float on top and would contain holes in areas in order to not. lose the evaporation which is needed but the gases would be trapped. Appropriation of funds for odor research could be granted for the entire industry. Mr. Adams stated the company recognized the seriousness of the problem and continued to work on solutions. Councilman Nick Swain mentioned a process which NASA had developed utilizing plant life on lagoons. Mr. Adams stated he would be interested in information concerning the process. An odor panel of local citizens has been developed to monitor odor and make reports to Circle Four Farms. David Lake asked if development would be moving to the north of Milford. Mr. Adams stated "certainly not in the near future'' the company would not unless they felt it would not cause problems with the residents. Development would be continuing south into BeaverIron County line. Mr. Adams asked that the Council feel free to contact him at any time and would be willing to arrange for a tour. The suspect vehicle was not located A report of an assault at the Count)' Inn, Beaver, resulted in the arrest of three people after a chase into Iron County and back into Beaver County. Two persons, a man from Portland, Oregon, and a woman from Concord, California, were taken into custody in the Minersville area that night. The third subject, a man from Concord, California, was arrested three days later. Charges include Assault, Iivading, Reckless Driving, and Intoxication. Theft of a transmission and transfer case from a truck is under JULY 3, 1997 Water Rates Treasurer Arden Fowles presented a spreadsheet showing water usage for service stations and restaurants. Council members felt the service station rate for water usage were too high. Nedra Kennedy and Arden Fowles were instructed to review the rates and advise a rate. Korte Young Korte Young reported he had purchased the home previously owned by Peggy Dalton and would be interested in building a home on the property. He did not want to proceed until the City had made a decision concerning the widening of the street at 300 North. Mr. Young had contacted the property owner East of his property and she had stated she would not protest the widening of the street. Foreman Ray Whiting stated there were utilities in the street. Utilities would need to be moved before widening could be completed. Rhoda Browner requested enforcement of the traffic laws on that portion of the street as many people traveled the street the wrong way. Vacating Alley - 50 Wert Between 300 and 400 South Councilman John Carter made a motion to authorize Attorney Leo Kanell to draft an ordinance to vacate the alley, Councilman Junior Davis seconded the motion, all were in favor. Councilman Mark Dotson stated he felt the property should not be given to the property owners as they are income properties and should be charged for the land. The additional land will be used for expansion of the Trailside General Store. City Manager was instructed to determine the value of the property and negotiate with the business owners. Foreman Ray Whiting stated the easements in the alley will need to be maintained. Terry Pippin stated that the preliminary figures put together for moving the utilities were $25,000. Councilman Mark Dotson made a motion to give City Manager Nedra Kennedy the authority to negotiate a value for sale of the property, Councilman John Carter seconded the motion, all were in favor. Consent Issues Councilman Mark Dotson motioned to approve the Consent Package to include minutes of the June 3, 1997 regular meeting, bills, payroll and financial analysis. Attorney Leo Kanell was instructed by the City Council to contact the Sheriff Department and request citations be issued for a planning and zoning violation, Councilman Russell Smith stated the heaters at the swimming pool were being repaired with the cost approximately $2,400.00.
