Councilman Mark Dotson commended B J Moore for the job he had done on the Impact Fee Study Nick Swain - Report on Circle Four Farms Tour Councilman Nick Swain reported on a tout of Circle Four Farms with Erik Jacobsen, Doug Carriger, Craig Davis and Nedra Kennedy. He stated they had been updated on the present construction and toured the areas He reported on a concept that was being tested by Circle Four Farms for odor whereby they covered a lagoon with perlite. Mr. Swain stated the experiment seemed to be working and had reduced the odor Mayor Mary Wiseman stated she had also visited the lagoon :nd had the same opinion. She also reported Circle Four Farms would be experimenting with digesters. Councilman Nick Swan stated he felt Circle Four Farms was keeping the citizens informed and had suggested they put pictures in the Milford City Offices of the construction site and their experiments. on their recent feedmill grand opening He that the attendance of the citizens was low. informed City Manager Nedra Kennedy' was Circle Four Farms on the facility and their Councilman Nick Swam also expressed concerns that the company would be forced to build additional farms in Iron and Millard Counties and the tax revenue would be realized in those counnes but the impact would be felt in Beaver County especially Milford Staff Comments City Manager Nedra Kennedy asked that new businesses be recognized by pictures in the newspaper with the owner. Mayor and Chamber of Commerce President It was suggested that an area be made on the bulletin board m the City Offices for recognition also City Manager Nedra Kennedy requested approval to attend a Utah League of Cities and Town seminar to be held May 23 on Grant Writing. Councilman Nick Swain made a motion to authorize the attendance to the seminar. F srAe 6 UNAPPROVED MINUTES MINERSVILLE TOWN COUNCIL April 7,1997 A PUBLIC HEARING was held by the Minersvill Planning and Zoning Commission and the Minersville Town Council, on Monday April 7. 1997, at 6: 1 5 P.M at the Minersville Town Hall. The purpose of the meeting was to receive public comment concerning a proposed zone change from multiple use to single family residential for the following described property. Beginning at the North East coiner of Lot 4 Block 2 Plat T3' MTS, thence North 20' thence West 462' thence South 20' thence East 462' and including all of lot 3 and lot 4 Block 2 Plat "B" MTS. Those present: Howard Pryor, David Eyre, Kevin Carter, Robert Craw, and Rodney Carter. There were no objections to the proposed zone change. Meeting Adjoured. A PUBLIC HEARING was held on Monday, April 7, 1997, at 6:30 P.M. at the Minersville Town Hall. The purpose of the hearing was to receive public comment concerning a proposed by pass road that will intersect Highway 21 south of the cemetery and will join the Thermo road just west of the old Cow Palace. Those present: Howard Pryor, David Eyre, Robert Craw, Michelle Barton, Rodney Carter, Kevin Carter, Bill Falls, Mike White, Jamie Kelsey, Brady Kelsey, LuAnn Carter, Alice Smith, Larry Bailey, Karl Truman, Kim Uster, Dick Pry or, Steve Ogden, Mike Gillins, Stacy Jones, Doug Cartiger, Zachary Hollingshead, Scott Albrecht, Breff Albrecht, Isacc Dotson, Ryan Crew Nathan Dotson, Zane Chadbum, Gabe Chadbum, Lana Chadbum. Justin Carter. Bill Falls, Mike White, and Karl Truman expressed concern that the by pass road will hurt their businesses. They have invested thousands of dollars in the last year to make in their improvements businesses and they are concerned that if a competing business is built at the intersection of the by pass road they will loss their businesses. Each of these gentlemen are concerned also about the safety factor of the children in our town. They would like the council to consider a different location for the road or to wait a few years to see If the projeded growth actually takes place. LuAnn Carter, Mike Gillins. Kim Lister, Jamie Kelsey and Robert Craw expressed the need for the road for the safety of the residents. The Town Clerk expressed concern over the cost of maintaining the roads used by heavy truck traffic. There is concern over the lack of traffic law tTitiircement in the residential portion of town. Questions were asked concerning the property between the Town and the road. The property is privately owned and is in the County. Approval was given to proceed with the purchase of a fax machine when more information is obtained The Town Clerk was given permission to hire a professional carpet cleaner to clean the carpets at the Town Hall and the Library. The council discussed the importance of making a decision concerning impact fees within the next few weeks. Rodney Carter made a motion to pay the bills presented for paymen . David Eyre seconded the motion, the motion passed. All owners of unlicensed dogs will be cited starting immediately. Town Marshall Kevin Carter needs a radar gun. A new one will cost $1,500. The council members will see if a used gun is available before a decision is made. A camp trailer is being rented out as living quarters. This is in violation of the zoning ordinances.
