We feel that this ordinance can do nothing but make law violators of anyone who owns a dog. We quote from the ordinance . . . "it shall be unlawful for any person to own, keep or harbor within the city any dog which by barking, howling or yelping disturbs the peace and quiet of or neighborhood any and from Secton 2 person;" "it shall be unlawful for any owner or keeper of a dog to allow said dog to he on any public street, alley, sidewalk or public place unless on a leash." . . . It appears to us that the purpose of this ordinance is to rid the city of all dogs. If this' be the case, why don't the city dads say "It is unso in plain language lawful to own, possess, harbor, or what have you, a dog." Then dog owners know where they stand and can dispose of their dogs and be dona with it. At present owners are responsible for any damage that their dogs might do. They're required to license their dog and If they are of undue nuisance to the neighbors, the neighbor can state his case to the owner and we are sure it will receive attention. Ordinance 23 is not aimed at stray dogs as the city has always had the authority to dispose of them. There is a dog problem around the school. If any of these dags are licensed the owners should be notified. They will take care of them. If they are not licensed the city can dispose of them. We feel that this ordinance is somewhat of the calibre of the recent "22" bill in our state. The outlawing of everyone because of the violation ef a few. Yes, let us have regulation, but let us have it with some sense to It. Let's not have it so we are allowed to have a dog, but if we choose to have the dog we must violate the law.
