The Box Elder County tentative budget for the year 1940, as adopted by the board of county commissioners, calls for total appropriations of a3 compared with estimated expenditures of $208,600.34 for the year 1939. For most funds and departments, 1940 appropriations will be practically identical with those for 1939; however, because of the additional amount of road money that will be available through the county's share of automobile registration fees it is planned to materially increase expenditures for county road work next year. In the general fund expenditures will necessarily be higher due to the fact that next year's general election including the primary elections, wil cost the county an estimated $8,100.00. For fire fighting outside incorporated cities and towns,, $3,000.00 is to be appropriated for 1940; this is an item not found in previous budgets. The budget was prepared by the county auditor, C. Henry Nielsen, and will be on file for inspection in his office until its adoption by the commissioners sometime next month. Figures contained in charts accompanying the requests of the various departments show an estimated cash balance, for all funds, as of December 31, 1939 of $6,635.64, with no tax receipts for the current year being used. This will enable the county to operate during the year 1940 on taxes previously collected. These facts emphasize the splendid financial condition of Box Elder County, which for several years past has conducted the county activities without borrowing a penny, in spite of the fact that for a long period we have also had, and still have, the lowest levy of any county in the State of Utah. The tentative budget provides the following amounts for the various funds: county road fund, $90,875.00; pauper fund, $8,690.00; exhibits and advertising fund, $4,775.00; public welfare fund, $40,400.00, and general fund, $83,973.00. Whereupon the commissioners informed these gentlement that a resolution setting forth the specific details of said irregularity would be necessary of record before the ofresponsible ficer could be directed by the commissioners to correct the same. Each member brought a friend. A surprise birthday cake was presented to Mrs, Carrie Drew and Mrs. Otto Shimek, it betajr their birthday anniversaries. Henry Nielsen in formed the commissioners that the total amount of welfare expenditures during the month of October, 1939, was $17,567.28 of which amount B E. county must pay $2,635.09. County Treasurer Oewn L. Brough, appeared before the commissioners and presented the following letter which he had received from the Utah State Tax Commission: November 14, 1939 Mr. Owen L. Dear Mr. Brough: Please be advised that in accordance with the provisions of Section 80 7, 8, and 9, Revised statutes of Utah, 1935, the Utah Power & Light Company is entitled to an exemption of the 1939 taxes on cf 1.7853675 that part of its properties used in generating and distributing electrical energy. This is the extent to which such property is used for generating and distributing electrical energy used for the pumping of water used in the irrigation of land within the state and is based upon information furnished by the company for the year ended September 30, 1939.
