ARTICLE 10 OF THE CONSTITUTION OF THE STATE OF UTAH, RELATING TO THE PROCEEDS OF LANDS AND OTHER PROPERTY AND CREATING A PERMANENT FUND AND A UNIFORM SCHOOL FUND FOR THE COMMON AND PUBLIC SCHOOLS. The provisions of Section 7, Article XIII of this Constitution shall be construed at a limitation on the rate of taxation on tangible property for district school purposes and not on the amount of funds available therefor and, further, no moneyt allocated to the Uniform School rund shall be considered in fixing the rates of taxation specified In Section 7 of Article XIII.
