Power plants, power transmission linn and other property used for generating and delivering electrical power, a portion of which is used for furnishing fo.ver for pumping water for irriplion purpose? on lands in the Stat of UUh, may be exempted from taxa-tio- n to tlie extent that such property i used for such purposes. These exemptions shall accrue to the benefit of the users of water so pumped under such regulations as the legislature may prescribe. The taxes of the indigent poor may be remitted or bated at such times and in such maner as may be provided by law. The legislature may provide for the exemption from taxation of home, homesteads, and personal property, not to exceed 12,000 in value for home and homesteads, anri $300 for personal property.
