Wrong Talk of Rescinding tho Order of d Twenty our -- In I'omt Setting Apart Knu-rvatlui- u the Far M'nt. Washington, April 3. All the mem-tar- s of the cabinet were present at the meeting today. The vubinet wan in WKsion .a little over an hour and a half. The only question of public importance discussed was the question of rescinding the order of Cleveland setting apart twenty-on- e forest reservations in the west This question has engaged the attention of Secretary Bliss for some time. The secretary toduy took to the white house the maps and papers relating to the matter. The discussion of the forestry question was at times very vigorous, and all the mcintars took part. The outcome was instructions that the national forestry commission be summoned to Washington to talk over their work with the president. It is understood that the sentiment was that Mr. Cleveland's pnxlaination was too comprehensive, and it was stated that the object of the commission which investigated the subiect, and on whose report the reservations were proclaimed, was to take in enough' territory to preclude the possible future claim that any land legitimately deserving or requiring reservation had lxen omitted. The cabinet held that the commission's investigation was inadequate. The president announced his purpose to act on conservative lines and not to act without more information. 'JNCOMPAHGRE OPENING. The Senate Insists on Its Amendment, With a Slight Change. Washington, April 4. The senate committee on appropriations today agreed to report the sundry civil and Indian appropriation bills as agreed to before adjournment of the last session of congress. A few verbal changes were found advisable, and an important change was made in the provision in regard to opening the Uncoinpahgre Indian reservation in Utah. This provision was presented as a senate amendment last session and agreed to y the house. The house struck it out when it passed the bill at the beginning of the present session. The senate committee again recommends inclusion of the provision, but reduces the number of claims of gilsonite one person may take from four, as originally provided, to two. A change tfas made also in the provision for rights of inheritance of children born of white fathers and Indian mothers, so ms to provide that the mother shall belong to her tribe by blood. The Original provision made it by blood or descent. The bill probably will hot be reported until next week. The dofticiency bill was not considered. PROTECTION TO COPPER. Through an Overnight a Duty Is Imposed On the MetnL Washington. April 4. Through an oversight during the consideration of the Dingley tariff bill the house neglected to adopt an amendment to put copper on the free list prepared by the Conseways and means committee. is no there for copprovision quently and in falls the into bill, copper per the basket clause at 23 per cent ad valorem. In the original draft of the bill, the McKinley rate of 1 cent a pound on copper was retained. The subject was brought to the attention of the committee the second time, and It appeared no copper is imported into the United States and some is exported, the committee saw no reason why ;lt should not be included in the free list.
